| Contemporary Chinese talent flow is a historical phenomenon worthy of attention in Chinese modern history,the period of talent flow scale,speed and scope beyond any historical period,the talent flow reversed transmission of traditional talent(hr)management system reform,had great influence on the whole process of reform and opening-up.In1978-2009,Gansu talents flow presents many new characteristics of the country,both enjoy the benefits of the talent flows,also has the negative influence of brain drain,therefore,this article tries to discuss.Based on the talent flow across the province as the research object,using "has the technical secondary school and technical secondary school degree or above,or have obtained the technician and technicians more than technical title personnel" statistical caliber talent concept,the article used the method of literature research,comparative research,individual interview and case analysis and other research methods,the talents flow situation in gansu in1978-2009 for carding analysis.Full text by the introduction,the body of the five chapters and conclusion.Before the body of the first chapter is the reform and opening up in gansu talent;The second chapter is the reform and opening up after four big talent flow profiles in gansu;The third chapter is the main characteristic of talent flow in gansu after reform and opening up and problems;The fourth chapter is after the reform and opening up the cause of the talent flow in gansu and its influence;The fifth chapter is the gansu after the reform and opening up the evaluation and countermeasures of talent flow.In the article,the following conclusions: like the orther country,gansu have experienced four times of big talent flow,show the serious problem of "brain drain",and then reversed transmission talents(hr)management system reform in gansu province.The fundamental cause of the talents flow is the objective laws,the direct reason is the cause of reform and opening-up of social production and lifestyle changes.Promote the rational flow of talent,talent flow rule must be respected,promote talents to the society from all units and departments all change,accelerate the system innovation,and create a good environment for talent development. |
