The Present Situation,problems And Perfection Of Chinese Government Funding System Of Arts

Art,as a concentrated expression of the concept and spirit of human beings,has great value.But as Jacques Barzan had pointed out,with the changes of religious position and the advent of nation-states,to provide funding for the arts as a "can not solve the problem" had also been recognised;the government funding(rather than traditional church,private and public sponsorship)was also beginning to become one of the routine actions of present age national-states' public sectors.And since nineteenth Century,with the capitalist market system extending to the cultural field,the cultural industry had gradually formed,art also began to be more widely incorporated into the scope of market economy.But even so,some categories of arts was still unable to get good returns in the market;on the contrary,the market economy has accelerated the decline of many traditional arts.In response,The art funding system,led by the society and the government,has been systematically developed,and till now,the issue of government funding has become one of the central issues of contemporary cultural policy.This paper aims at this problem.First of all,take “why the government should subsidize art” as a starting point,from the three aspects of the present situation of the art market,the dual attributes of art works,and the theories of economics and government duties,to discuss the legitimacy of the system itself.Then combined with the experience of the worldwide government art funding,from two aspects of direct and indirect means,discusses how the government should subsidize art.Later switch to micro level,take China National Art Fund as a case study,through the investigation of its organization,operation mode,establishment and declaration of the project and etc.,analyzed the existing problems thoroughly.Along with these problems,in the last part,go a step further in the object,means,evaluation and supervision system of the funding,propose some specific suggestions to the improvement of Chinese government funding system of arts.
