A Study On The Ethical Dilemma Of Social Security From The Perspective Of Confucian Ethics

From the perspective of Confucian traditional culture,this article deeply discusses the ethical issues in the development of social security in China.First of all,it summarizes the traditional ethical ideology of Confucianism and the ethical ideology of modern social security,and summarizes three main lines.One is the issue of responsibility for family filial piety and mutual responsibility for mutual aid in traditional social security behavior;the other is socialism with Chinese characteristics.The social security system is concerned with the issue of the distributional ethical orientation,which has no poverty and fairness.The third issue is the government’s people-oriented and responsibility-taking issues in social security activities.Then interpret the author’s understanding of the social security ethics.That is,this article defines the social security ethics is to stipulate the social relations and ethical relations that appear in the implementation of social security,and provide the social security subject with the norms of behavior and values.Its scope includes the humanity of social security concepts,the justice of social security systems,and the efficiency of social security management.The first chapter is the forewords.Mainly talk over the background and research actuality of the ethics of social security,and introduces the idea of writing this article and research methods.And pointed out the innovation of this paper is to make the essence review of Confucian social security ethics,comprehensively reviewed the social value of ethics,systematically analyzed the status of contemporary social security on the basis of Confucian thought,put forward the corresponding countermeasures to social security ethics.Chapter two serves as a theoretic foundation for this paper and deals with related theories.First of all,three main contents are summed up and abstracted in the Confucian traditional ethics.That is the political ethic based on the common people,the intergenerational ethic on account of filial piety and the distribution ethic of fairness and no-poverty.The social security ethics of three main aspects including humanity,fairness and mutual principles are summed up from the concept of social security.Then it deduces the author’s understanding of the social security ethics.The third chapter is an analysis of the ethical dilemma of social security development.The author summarizes the ethical dilemma in four aspects including family ethical dilemma of intergenerational structure,institutional ethical dilemmas ofdifferential development,and administrative ethical dilemmas of government responsibility.It is these issues that conflict with traditional Confucian ethics and modern social security concepts have seriously affected and hindered the smooth development of Chinese modern social security.The fourth chapter is the reference from the experience of Confucian ethics in East Asian countries.The fifth chapter is the modern apocalypse of the social security ethics,which is the focus of this research.Starting from the content of social security ethics,the author puts forward the important enlightenment of social security ethics on contemporary social security systems and careers,gives play to the positive role of traditional Confucian ethics,and improves the social security system.It requires us to strengthen the filial piety education in the context of the new era and value filial piety.The role of enlightenment makes everyone respect the elderly and filial piety,strive to improve the family pension security mechanism and give play to its traditional advantages,promote the coordinated development of family pension and endowment insurance,and make up for the inadequacies of the social pension insurance.We must adhere to the principle of common prosperity in the overall planning of urban and rural development,and actively reduce the binary gap between urban and rural areas in the level and treatment of social security programs.We must establish a social security system for urban and rural areas that is poverty-free,and pay attention to institutional fairness.We must adhere to the principles of people-oriented and humanitarianism,clarify the role of the government in the social security system,and actively assume the transfer costs as well as responsibilities and obligations.More attention should be paid to the fairness of the redistribution of social security,to the elimination of the concept of lagging behind in the priority of interests,and to reasonably controlling the gap in social security benefits among members of society.The sixth chapter is the conclusion.
