Ethical Study On The Conflict Of Interests Of Public Officials

Public officials have been serving the people as the highest purpose and firmly safeguarding the highest interests of the people since the forty years of reform and opening up.At the same time,the ethical study of public officials in administrative ethics has realized this belief to a great extent,and has solved and promoted the core issues of China's democratic governance,the good governance of the rule of law,and the political rights and interests of citizens.However,in the period of social transformation,due to the spread of multiculturalism,the absence of government functions,the balance of power and the improper supervision system,the phenomenon of individualization,materialization and utilitarianism of public officials is still present in the administrative environment,namely,to satisfy individual desires by public seeking and private,and to use public power to maintain capital to disrupt the market order.Intensifying the conflict of interests between the public and the government,the party and the masses,and the cadres and masses all influence and constrains the construction and development of the political ecology from different levels.As the builder and leader of social civilization,public officials must eliminate the phenomenon of moral landslide,moral anomie,corruption and degeneration caused by conflicts of interest,especially the leading cadres of Party members.In the choice of administrative ethics,the public officials,due to the characteristics of identity and role,power and responsibility,rights and obligations,occur in the conflict of interest,and lead to the weakening of the impartiality and the deviation of ethical compromise.Therefore,the in-depth analysis of public interests and personal interests,responsibility and value pursuit and the dilemma of the compromise between justice and ethics is to clarify the harm of the conflict of interest and to explore the only way of the ethical incentives and regulation of the conflict of interest.At the political level,the alienation of the power of interest and the dislocation of the role;the cultural level: the game of the human society at the root of the traditional culture;the social level: the weakening of the distributive justice of the root of the social mechanism is the inducement of the ethical dilemma of the conflict of interest.From the perspective of ethics,emphasis is placed on the mechanism of ethical regulation and control: the ethical commitment of the role of "public man" is strengthened by a balancedcontrol mechanism of interest,the correct spirit of contract is set up by the regulation mechanism of the contract society,and the ethical institutionalization is realized with the regulation mechanism of institutional ethics,and the administration of public officials is effectively promoted.Ability to achieve a win-win goal of benefit balance.
