The Northern Song Dynasty,as an important turning point in ancient Chinese history,is the most important feature of politics.In the Northern Song Dynasty,because the Northern Song Dynasty was to suppress the martial arts as a national policy and expand the scale of the imperial examination,it made a class of scholar bureaucrats who could "jointly govern the world" with the emperor,and because of the dual identity of the bureaucrats themselves,the bureaucrats,as bureaucrats,not only limited to the performance of administrative affairs,but also bear Confucianism.The responsibility of family culture inheritance and education makes it a unique political culture in political participation--political culture of scholar bureaucrats.In the North Song Dynasty,the political culture of scholar bureaucrats in turn played an important role in the operation and maintenance of the political system in the Northern Song Dynasty,and also had an important impact on the success or failure of political change.This article focuses on intercepting Wang Anshi's political reform and analyzing the influence of scholar bureaucrats' political culture in Northern Song Dynasty on the process of reform.This article first analyzes the background of the political culture of the scholar bureaucrats in the Northern Song Dynasty from three angles of politics,economy and culture,that is,the political right policy promoted the political status of the scholar bureaucrats and the expansion of the scale of the imperial examination,which provided the passage for the scholar bureaucrats to enter the official career,and the economy did not restrain the merger and laid the economy for the landlord class of the common nationality.The foundation,the invention of printing technology and the rise of private academies promoted the spread of culture.All these promoted the rise of scholar bureaucrats in politics and formed a political culture mode based on scholar bureaucrats.The political culture of the scholar bureaucrats in the Northern Song Dynasty can be summarized as:the political psychology shows the political role cognition of the "common rule by the scholar bureaucrats and the monarchs",the loyalty to the emperor's loyalty to the emperor,and the political sense of responsibility with the world as its own responsibility;the political thought is manifested as the political ideal of the Emperor Yao and Shun,the political values of righteousness and light,and the political meaning.In the form of knowledge,we regard the "respect for heaven" and "the law of ancestor" as the source of political legitimacy.As a result of the challenge to the political culture of the mainstream scholar bureaucrats in the change of Wang Anshi's law,the three deficiency spirit has shaken the legitimacy source of the political culture of the scholar bureaucrats,and the thought of paying attention to financial management challenges the values of the "righteousness and benefit" of the political culture of the scholar officials.The influence of the political culture of scholar bureaucrats on the reform process,from the political input,the loss of tax sources caused by land merger and commercial monopoly,and the expansion of redundant officials,redundancy and redundancy make the shortage of state wealth become a source of pressure to promote the change of law.In terms of political output,faced with the same problem,Wang Anshi and the opposition have made policy differences due to political and cultural conflicts.Wang Anshi advocates open source through financial management,and the opposition advocates light and thin Fu to throttle.From the perspective of political feedback,the conflict between politics and culture makes the feedback of policy of reform and opposition become a cultural debate between gentlemen and villains.
