The current "the 13th five-year plan" period is a decisive stage in China's efforts to build a moderately prosperous society.In accordance with the Outline of the 13th Five-Year Plan for National Economy and Social Development and the Guidelines of the Medium to Long-Term Educational Development Plan(from the year 2010 to 2020),the 13th Five-Year Plan of National Education is formulated for the purpose of promoting the modernization of education.The Plan contains the guiding thoughts,main objectives,strategic tasks and supporting measures of educational reform and development in the period of "the 13th five-year plan",which is an action plan and guiding document in China's educational reform and development in recent years.The Functional Equivalence Theory is proposed by the famous translator Eugene A.Nida.Through the formal equivalence and the content equivalence,the translation text can become more coherent and accordant,thus the readers can have a better understanding.Nida's theory exerted a great influence on translation researches and provided a range of much sounder English translation strategies and skills in the process of translation.The Plan is a typical political document according to Peter Newmark's classification of the text function.Authoritative statement has its unique features,but it has been barely discussed in the field of traditional translation theories which are mainly focusing on the relations between source-language and target-language.To some extent,functional equivalence theory is a signified complement for it has provided a new angle of translation studies by emphasizing the response of target-language readers.Considering the differences of English and Chinese and the textual features of political texts,the translation cannot be fully translated word by word or copy the structure of the original text.Under the guidance of the functional equivalence theory,this paper tries to analyze the most feasible translation strategy from lexical,syntactic and textual levels.On lexical level,the author analyzes the translation methods of culture-loaded words,general vocabularies,terms and proper nouns;On syntactic level,the author discusses the translation methods of the complex sentences,long sentences and non-subjective sentences;On textual level,the author analyzes the translation methods of reference,conjunction and substitution.The author strives to reach the most natural equivalence in content and form.
