Jiangnan was known as the "land of fish and rice" in ancient times and was the major grain collection area and taxation place of the feudal dynasties.Anhui,located in the Jianghuai area,has been an important agricultural production area since ancient times.Until now,it is still an important food production base in China.The development of the traditional agricultural economy will inevitably be deeply affected by the local geographical location,the climate and other natural environments,and it will have a close relationship with irrigation.Since the Qing Dynasty,especially during the development of the Kang and Qian times of peace and prosperity,the population has continued to climb.In the late Qing dynasty,although there were constant domestic disasters and turmoil,the population of our country still showed an upward trend.Due to the relatively limited land resources and water resources of rural society,the conflicts that erupt around land and water resources will inevitably rise sharply.Of course,the increase in population is only one of the reasons for the intensification of agricultural water disputes in Anhui in late Qing dynasty.The management of local officials and changes in the ecological environment are all important factors affecting water disputes in the region.Specifically,for this article,the author mainly divided into the following aspects to discuss:The first part details the natural resources of Anhui Province and the water rights and water management of the area in the Qing Dynasty.Population,land and water resources are inseparable from each other.The increase of population and increase of cultivated land will inevitably result in the shortage of water resources.Secondly,it briefly introduces the division of water rights and the management and distribution of water rights in the Anhui region in the Qing Dynasty,and take Quebei as an example to highlight the effectiveness of the south of Anhui's local water rights and its management.The second part is the cause of the dispute.There are many reasons for this,such as natural factors(decrease in the amount of rainwater,etc.)and social human factors(population growth,changes in administrative regions,etc.),all of which are important factors influencing disputes.The third part introduces the types and characteristics of agricultural water disputes in the south of Anhui Province in the late Qing Dynasty.The author classifies the agricultural water disputes in the south of Anhui Province according to the causes of the disputes,and compares the water disputes in the south of Anhui Province region with the neighboring regions,highlighting the frequent water disputes in the south of Anhui Province.In the fourth part,the article tries to summarize the treatment of agricultural water disputes in the south of Anhui Province in the late Qing Dynasty and how to deal with them,with a view to inspiring the construction of today's new countryside.
