Language is an important tool for cultural inheritance,ideological exchange and consultation.In the Society of economic globalization and informatization,English has become an indispensable tool for communication in all countries of the world.In order to better adapt to the society and better absorb foreign advanced scientific information technology,English education has become an important part of basic education curriculum in our country.However,how to make the students of minority areas to study both Chinese and a foreign language effectively without neglecting the national language and culture is a problem that needs to be solved urgently in the minority area education.Based on the survey of primary school students ' English learning in the three primary schools in Jishou,Xiangxi,this paper studies the current situation of their pupils ' English learning,combines with the unique ecological system and humanistic environment,researches from the perspectives of linguistics,educational management,psychology and ethnology,mainly through the literature method.The investigation method and case study method investigated the English learning situation of primary school students in the Hmong locality in five aspects:English learning environment,English learning motivation,English learning style,English learning content and English learning effect.The study found that the plight of primary school students ' English learning in the Hmong locality has the following aspects:Firstly,the mutual interference of language affects the learning effect of students;Secondly,the outdated concept reduces the students ' interest in learning;Thirdly,the burden is overweight,which transcends the students ' learning ability;Lastly,the way is unitary,which reduced the student's study efficiency.T he strategies are proposed from the aspects of optimizing English learning environment,stimulating learning motivation,enriching learning methods,compiling characteristic textbooks and improving teachers 'professional level in the Hmong locality..
