Analysis Of The Problems And Countermeasures In The Supply Of Public Cultural Services In Baoan District, Shenzhen

The Fifth Plenary Session of the 16th CPC Central Committee in 2005 put forward the goal of gradually forming a relatively complete public cultural service system covering the whole society.With the government’s strong investment and the participation of many social forces,especially the "Cultural Spring Rain Action",Baoan’s public cultural services have been greatly improved in terms of coverage and quality.The spiritual life of local residents and migrant workers has largely satisfied and a good social and cultural atmosphere has created.However,in the process of development,there are weak links and problems to be solved urgently such as serious loss of professional talents,insufficient construction of cultural and sports facilities,which seriously restricts the development of street cultural and sports undertakings.At present,the academic circles specifically focus on Baoan’s public cultural services are relatively rare.Therefore,on the basis of summarizing the advanced experience and practice of Baoan "Cultural Spring Rain Activities",it is an important subject for academics and political circles to explore and further improve Baoan’s public cultural services.This article takes "To improve the public cultural services in Baoan District" as the research topic.Its framework structure and main contents are as follows:Chapter 1,Introduction.From the research significance,domestic and foreign research status,research objectives,research methods,research content,research perspectives and other aspects to explain the related issues of this paper;the second chapter provides a comprehensive introduction in all aspects from the Baoan District social culture basic overview,supply and other aspects of Baoan District public cultural service.The third chapter discusses the three innovative measures taken by Baoan District’s "Cultural Spring Rain Action" and points out the advanced experience of Baoan District in the field of public cultural services.The fourth chapter analyzes the results of the "Cultural Spring Rain Action" questionnaire conducted in 2017.The fifth chapter is aimed at the weak links in the development process of Baoan’s public cultural service field.It proposes improvement measures from five aspects:paying attention to humanistic care;strengthening the construction of cultural talents;speeding up the construction of venue facilities;improving cultural brand management mechanism;improve the level of informatization digitization.
