Research On Public Culture Service Supply Mechanism Of "Village To City" Community In Bao'an District, Shenzhen

Shenzhen is one of the first cities which has implemented the "village community transform to city community" reform,and is also the first one to complete the reform project.With the end of reform,Shenzhen becomes to the only city in China that has up to 100%urbanization.The reform is a systematic project,involving residents identity,lifestyle,economic,local management system changes and a series of complex parts.Bao'an district,started the reform in 2003,has made bold innovations and reforms in the governance and public service culture supply mechanism.Based on polycentric governance theory and researches in Bao'an District,the author believe that Bao'an has formed an innnovative system of public culture service supply and make a specify introduction of the system which consist of multiple providers mechanism,liberalization supplement operation mechanism and supervision mechanism.Bao'an also introduces a third-party assessment agency to professional evaluation of public cultural services.It can be said that the "village to City" Community public culture supply mechanism in Bao'an District are scientific and forward-looking in China.But the author also points out that "village transform to city" community due to the restriction of development history,and legal regulations has led to several problems.The ones are coordinateon between the multiple providers is not run well,poor service quality,shortage of funding.And last,the author shares her own ideas of solving those problems,including establishing multiprincipal network coordination mechanism,promoting the"enterprise","political and social" reform work.Perfecting the bidding mechanism and pricing mechanism of government purchasing public cultural services,and perfecting the multi-supervisory evaluation mechanism covering the mass media,the public and the experts,to cultivate the supervision consciousness and participation consciousness of the community residents in "Village to City" community,improve the evaluation feedback mechanism of public cultural service supply,continue to cultivate and expand the independent third party evaluation institutions,establish a scientific evaluation system according to the characteristics of public cultural services,and ensure the accuracy and validity of the evaluation.
