Interpretation is a kind of translation activity in which interpreters orally transfer the source language into the target language.Interpretation has been playing an indispensable role in all kinds of internationally political conferences or speeches since the second half of 20 th century,in which interpreters act as a bridge of intercourse for both sides.Considering that political speeches are of special characteristics and meanings, those interpreters who perform their office under the circumstance have their influences not to be neglected, the quality of whose interpreted words matters a lot.Two speeches chosen here are respectively from David Cameron and Barack Obama(namely The Speech for Persuading Scotland to Stay in the UK and Obama's The Presidential Farewell Address)The first speech concerns what persuasions Cameron made in terms of the oncoming “Scotland's Referendum Event”,while the latter one deals with Obama's feeling for what he'd done and witnessed during his office besides an outlook into America's tomorrow when his office ceased. The main reason why the said two speeches are chosen is that they are both famous political speeches with meaningful words and expressions and also rhetoric methods that are worthy of study when it comes to translation or interpretation. There have not been abundant enough theories in reference to interpretation so far,and theses about interpretation have treated of those limited “exclusive theories about interpretation” to a degree where they are barren of new meanings.Besides, some students are liable to be fettered mentally by those “classical principles of the utmost meaning” regarding interpretation when dealing with their dissertations, which makes their work be like thousands of dull copies heaped together, signifying nothing,as to study. It is a truth universally understood that there are other hills whose stones are better for the polishing of jade,a philosophized idea that enlightens the author to introduce the Functional Equivalence Theory daringly into the interpretation practice, which is put forward by the American translation theorist Eugene Nida.Through specific examples, this report will show readers what kind of interpretation methods and skills are often used in a certain interpretation practice under the basic framework of the Functional Equivalence Theory. The author here just wants to let his unremarkable deed of creation be a kind of enlightenment to those students who share interpretation as their major. Also, the author hopes that through explanations on rhetoric methods involved in political speeches, readers can better understand what a political speech is,savoring its characteristics.
