On Famine Relief Corruption And Governance In The Early Period Of Republic Of China(1912-1937)

“Corruption”,as a common topic in Chinese history,stilled existed in the famine relief causes.The causes of famine relief corruption not only include the causes of the common sense of corruption such as cognitive differences(namely selfishness,greed,and dark,and even distorted personality formed by cognitive differences),survival challenge(the hardship caused by natural disasters and even harsh living environment,profit drive(the corruption mentality driven by considerable profit and interest),and also includes complicated realistic factors and deep personal reasons.During the early period of the Republic of China,there were frequent disasters and endless political infightings.Western learning opened gate in this period,began to considerably input western business and business model and cultural and religious thoughts,brought a big impact to the Republic of China that was still in the infancy,caused the “proliferation of democracy” characterized by the overmuch advocating of western liberalism humanistic concept,and nearly overthrew the traditional economic theory with the core of “righteousness outweighing benefit”,and established the social value view with the core of “valuing business and benefit”.The input process also brought into potential factors for the problem of corruption when bring new methods and injecting new ideas to the famine relief activities in the early period of the Republic of China.After the traditional famine relief experienced the era succession,evolution,and evolution including thought,system and way,it presented new features in the early period of the Republic of China.The government and the civil society,as the two main bodies of executing famine relief,started the famine relief at two levels,also exposed various corruptions,and brought serious negative effects to the society.Corruption at any time and in any form is the “cancer” that retards the progress of society.Based on the chain reviews of the famine relief corruption involved in the early days of the Republic of China,for the links with serious problems,it is advisable to strengthen the normative from the system level,and make readjustment and reform,and also explore the active response and joint efforts of political groups and non-governmental organizations in the republic of China on the corruption of famine relief based on the interaction research of the government and the people from the perspective of social prevention,and learn from experience and lessons.The author reflects the social governance of corruption from the perspective of social evaluation,and reveals the impetus of social development and necessary general trend in the early period of the Republic of China.
