During the 1970 s and 1980 s,the agricultural systems of China and the Soviet Union differed in different ways.Based on the screening, collation and analysis of the available literature, this paper Using comparative research, systematic analysis and statistics research methods, this paper compares the basic characteristics of the two sets of agricultural systems of China and the Soviet Union, the problems exposed by the system and the reform of the system during the historical period,so as to further deepen our understanding of the agricultural system in China and the Soviet Union and the important impact that institutional changes have on the future development of both countries. This article argues that the design and arrangement of the socialist agricultural system in China and the Soviet Union mainly serve the industrialization needs of the two countries and all the countries implement strict control over agriculture. However, during this period, the differences between the two essentially identical agricultural systems are start to form;In response to the problems exposed in their respective agriculture, the Soviet Union concentrated reflected the crisis of the entire agricultural system. In contrast,China demonstrated the highly centralized agricultural management system to facilitate the interference of agriculture with the "leftist" erroneous thinking and Deprived farmers heavily; In the reform of the traditional agricultural system, the Soviet Union still repaired and rehabilitated the original system,a large number of problems were delayed, and the systemic crisis was further aggravated, which played an important role in promoting its demise. On the contrary,China major changes have taken place in the traditional agricultural system. As a starting point, this has opened the prelude to economic and social reforms and development and has since entered a new phase of development.
