| Since the reform and opening up,China’s economy has kept growing rapidly.People’s demand structure has basically shifted from "simply having adequate food and clothing" to "developing".As consumption has upgraded continuously and the demand for public cultural services has become more and more diversified,new requirements of the effective provision of public cultural services must be put forward,which will become an important assessment indicator for building a service-oriented government in China.As an innovative way of public cultural services provision,the government purchase plays a catalytic role in liberating the government’s hands and releasing social vitality.And it is an important way for the government to deepen institutional changes,change government functions,and improve the quality of products and services.However,the current research and practice of government purchase of public cultural services are still at the stage of exploration,and the mature theoretical framework and practical experience are relatively few.In simple terms,the government purchase of public cultural service activities is an activity in which purchasers buy the services from social organizations and then provide the purchased object to the consumers.In this purchase process,the content selection problem has become a key issue in the study of purchase behavior.The influence of content selection runs through the entire process of government purchase of public cultural services.It is the logical starting point for purchasing activities,the precondition for the choice of purchasing mode,the basis for risk control,and the focus and difficulty of government purchase activities.So the content selection of government purchase should be included in scientific research.However,the current researches have not paid attention to the content selection of public cultural service therefore relevant research is urgently needed.This paper incorporates the content selection of government purchase of public cultural services into research.The methods of literature analysis,policy analysis,and comparative analysis are used.Firstly,the status quo of the government purchase of public cultural services is reviewed,and then the "government purchases of public cultural services" and "The content selection of government purchase of public cultural services" are defined clearly.Thirdly,on the basis of relevant concepts,the importance of content selection of government’s purchase is further analyzed,and the government’s value proposition for purchasing public cultural services has been clarified.Next,the paper sorts out the basis for the content selection of government purchase and provides a framework for government purchase.Finally,from the perspectives of demand,cost,efficiency,and fairness,it focuses on the investigation and analysis of public cultural needs,and the problems of cost control and efficiency,and constructs the principles and methods of the contents selection of government purchase.It is urged that the government purchase of public cultural services cannot be equated with general public service purchases;and there is a fundamental difference between the content and borders of government purchases.It is also believed that the content selection of the government purchase is of great significance,and bears rich theories,policies,and realistic basis;Besides,three principles are constructed,i.e.public responsibility leading,adapting measures to local conditions,and equity gives priority to efficiency,and the process and main methods for the content selection of government purchase of public cultural service are also constructed. |
