Research On The Issue Of Purchasing Public Cultural Services By Local Governments In China

The diversification of civic culture demand and the limitation of government supply determine the result of inefficient supply by government alone.The pattern that the government purchase public cultural services to the social forces,not only enrich the type of public cultural service supply,improve the efficiency of supply,but also help to promote the construction of public cultural service system.However,at present in our country,local government to buy public cultural services is still in its infancy,the lack of sufficient practical experience and theoretical guidance,there are still many problems in the purchase process,how to realize the effectiveness of local government to buy public cultural services further,Cultural rights and interests,the need for local government to buy public cultural services in the ongoing problems of analysis and research.This paper combs the relevant literatures of domestic and foreign government to purchase public cultural services,and makes a new interpretation of the related concepts,which involved in the study of scholars.The theoretical framework of this article is based on the new public service,new public management and governance theory.this paper collected nearly three years in Shaanxi Province to buy public cultural services related to the information.This paper analyzes the current situation,problems and causes of the purchase of public cultural services by the Shaanxi provincial government.Starting from the status quo,and describes the introduction of the legal policy and the subject of undertaking,the use of funds,the content and mode of purchase,and the current evaluation and supervision policy.The reasons for the problems are analyzed:the government’s concept is not in place,the government to buy public culture laws and regulations are not perfect,the government to buy public cultural service procedures are not standardized,performance appraisal and supervision and management to be standardized,cultural and social forces generally weak,"Supply" and "demand"dislocation and other issues.In view of the above problems,Then the governments of British,Shanghai,Zhejiang province buy public cultural services related experience were introduced,learned the experiences of buying public cultural services from the UK,Shanghai and Zhejiang provinces,combined with the actual situation of Shaanxi Province,it is necessary to solve the difficult problems in the purchase of public cultural services by the local governments.And the policy,standardize the management of the government to buy public cultural services,improve the evaluation and supervision system,pay attention to foster the main body to undertake,pay attention to the cultural needs of citizens to start to protect the quality of government procurement of public cultural services.Learn from the experience of Zhejiang province,in particular,put forward the local government to build a concrete platform for supply and demand recommendations.Local government to buy public cultural services in the public cultural service supply requirements of today’s full of opportunities,contribute to the local government cultural governance capacity transformation,but also contribute to the equalization of public cultural services.Therefore,we should continue to deepen the study of this issue,to solve the new problems in the purchase process,to achieve the effectiveness of government procurement of public cultural services.
