The Ethical Review Of Telecom Fraud In Big Data Era

With the advent of the big data era,the information data have shown the development trend of blowout.People produce a lot of real-time data in activities such as work,life,friendship,entertainment and so on.The data categories are no longer limited to structured data,also include unstructured data.As a revolutionary new technology,big data technology brings convenience and value to people,but it also has a unique challenge to privacy protection.The telecom fraud in the era of big data is one of the manifestations of the alienation of big data technology.Telecom fraud is the new public nuisance of the Internet,and it becomes the concern of the whole society.Telecom fraud is the result of the "side effects" of big data technology,and the lack of ethics and morality is the deeper reason.The fraud suspects,driven by the illegal interests,are wrong,and lose the basic moral and legal concepts,and set foot on the road of no return.The telecom fraud is different from the traditional fraud,which has the characteristics of extensive,hidden,high success rate and great social harms.It not only has been creating the bad influence,but also the investigation,evidence collection and other work of police have added a lot of difficulty.Based on this problem,this paper reflects on telecom fraud in the era of big data from the perspectives of science and technology ethics.On the basis of explaining the telecom fraud and its harm in the big data era,this paper deeply analyses the important influence from the ethical hidden danger of big data technology to telecom fraud rapidly spreading,through analysis of several typical fraud cases.On the basis of this,I've explored the ethical countermeasures of telecom fraud prevention and control: urge big data technology developers and users into abiding by the ethical principles of respect and innocuity,objectivity and welfare,responsibility and prudence;cultivate the virtuous morality,enhance people's awareness of protection;strengthen the research and development of telecommunication anti-fraud technology;boost the science and technology ethics regime;intensify construction of protection system of anti telecom fraud and so on.
