The Current Issue Of Government Responsibility In Mass Incidents In China Research

In recent years,mass incidents in China present a rising trend,which not only seriously affects the life of the people of society,and to a certain extent,the cause of the social order is not stable,affect the sustainable development of economy and society.Faced with many reasons for the current mass incidents in China,the lack of government responsibility is a very important reason.Since China's reform and opening up and social transformation,because the government is too concerned about the problem of economic development and ignore the integrity of the social development and people's livelihood problems,causing the interest conflicts between social groups can't get timely and effective solution,accumulated over a long period,is bound to intensify social conflicts,trigger social conflicts,which seriously affect the social order.Here,the government,as the owner and executor of the public power,clearly has a significant responsibility.Under this background,it is of great theoretical and practical significance to study the government responsibility in mass incidents.This thesis mainly consists of four parts,The first part,introduction.This paper mainly expounds the background and significance of the research on the government responsibility in the mass incidents,the literature review at home and abroad,the research ideas and research methods,and the innovation and shortcomings of this thesis.The second part,the basic theory of government responsibility in the current mass incidents in China.Firstly,the connotation,basic characteristics and causes of mass incidents are expounded.Secondly,the connotation and basic contents of government responsibility are expounded.Finally,this paper discusses the ethical significance of government responsibility in the strengthening of mass incidents.The third part,the absence of government accountability in mass incidents and analysis of causes.Firstly,the expression of the lack of government responsibility in mass incidents is expounded,to be specific,the downplay of responsibility consciousness of public administration personnel,the unsound of governmental responsibility system,inadequate administrative supervision,etc.Secondly,this paper expounds the reasons for the absence of government responsibility in mass incidents,performance in:one-sided assessment mechanism for public administrativepersonnel,the government responsibility system is imperfect and the society public participation insufficiency and so on.The fourth part,actively strengthen the government responsibility in the mass incidents.One is to strengthen the government's ruling concept,two is to optimize the benefit distribution mechanism,three is to standardize the government's accountability,four is to speed up the formation of good social fashion to solve mass incidents.
