The Research On The Decentralized Characteristic And Development Paths Of Village Library From The Perspective Of Modern Public Cultural Service System

The "village library" was set up in the administrative village to meet the cultural need of the farmers,and was managed by the farmers.It's a public welfare cultural service facility of providing farmers with practical books,newspapers,audio and video electronic products.Compared with other large-scale public service facility,the cost of village library project is low,it is financed by the state.Therefore,the project does not increase the farmers' burden and disturb the work order of the grass-roots,which closes to the farmers' life,meets the farmers' needs and provides the convenient service.The rural public culture service system is an important part of the modern public cultural service system.Strengthening the construction of the rural public culture service system is the necessary condition of promoting equalization of basic public cultural service in urban and rural areas.Under this background,the construction and development of the village library meets to the value standard of the standardization of public cultural service,the equalization of public cultural service,the facilitation of public cultural service,this is the theoretical part of the research.Based on the holistic review of the construction and development process of the village library,this paper summarize the characteristic of the village library--dispersion,it includes the dispersion of space layout,resource allocation and management structure.Then,this paper uses ‘dual nature' to analysis the dispersion of the village library,and sums up the conflicts of the dispersion,such as the conflict of government behavior logic,the conflict of supply and demand structure,the conflict of rural management and the conflict of capital investment guarantee,and put forward some development paths of solving conflicts to achieve the sustainable development of the village library.This paper consists of six parts: the first part is the introduction,which mainly introduces the background of the topic,the significance of the topic,the research status at home and abroad,research methods and ideas,as well as the possible innovations and shortcomings of the thesis.The second part is the core concepts and basic theories.Some concepts and theories such as public cultural service,the village library,dispersion and the new public service theory,thepublic service motivation theory have been explained.The third part is the modern public cultural service system and the construction of the village library.This part is the theoretical support of this paper.Firstly,it introduces the value orientation of the modern public cultural service system.Under this background,the paper combs the construction and development course of the village library,and summarizes the characteristic of the village library--dispersion,The forth part is the dual nature of the dispersion layout of the village library.It mainly analyzes the dispersion from the positive and negative factors,and sums up the inherent conflict of its existence.They are the conflict of government behavior logic,the conflict of supply and demand structure of the village library,the conflict of rural management and the conflict of fund investment.The fifth part is the countermeasures to promote the sustainable development of the village library.There are some positive factors about the of the village library,but there are also internal conflicts with the reality.Therefore,how to solve these conflicts is very important for the sustainable development of the village library.One is to optimize the leading position of the government,including strengthening horizontal cooperation between government departments and perfecting the assessment and supervision mechanism of target responsibility;the second is to establish a demand-oriented supply model,including the establishment and improvement of the farmers' demand expression mechanism and the enrichment of the service content of the village library,and the third is to improve the leadership and management system of the village library,including giving play to the responsibilities of the village committee.Strengthening inter-village cooperation and strengthening grass-roots managers,the fourth is to perfect the fund guarantee mechanism of the village library,including perfecting the government financial fund guarantee mechanism and innovating the social financing channel.
