In recent years,with the continuous deepening of the government's administrative system reform in China,many local governments have begun to explore the application of a new model of government procurement services to the public cultural service sector.By purchasing services,they broke the previous government-led culture supply model and encouraged citizens,social organizations and enterprises to participate in the construction of public culture to improve the accuracy,efficiency,and citizen participation of public cultural services.However,at present,China's exploration of the government's purchase of public cultural services is still in its early stage of development.It is necessary not only to find support and foundations in theory but also constantly adjust practical operating skills in comparison with advanced experience,so as to rapidly promote the normative,scientific,and efficient purchase of public cultural services by the government.This paper adopts a combination of theoretical and practical research methods.Based on the relevant theories and China's national conditions,it analyzes the reasons,practical significance,exploration and practice of the government's purchase of public cultural services in China,and selects Zhoushan "Tao Culture"project for further case analysis.Through a menu-based service platform,the project integrates"information release,social participation,demand expression,feedback correction,policy support,and management supervision"into a whole,and provides new ideas for the government to purchase forms of public cultural services.Through the discussion of the operation mode of the case,the general problems existing in the purchase of public cultural services by the local government in our country are summed up from the perspectives of the purchaser,the undertaker,the market environment,and the participation of citizens,and targeted improvements are proposed.
