A Case Study Of Realizing Rural Vitalization Through Public Cultural Construction In Yibin Xinmin Village

In the Report of the 19 th National Congress of the Communist Party of China in 2017,Xi Jinping put forward the strategy of Rural Vitalizationand stressed that our country will thrive only if our culture thrives.We need to strengthen rural public cultural development in accordance with the requirements of talent,content and standards,improve the system of rural public cultural services,and guide all works of life to actively participate in rural public cultural development to promote rural vitalization.President Xi’s speech profoundly clarified the significance and purpose of public cultural construction to help "Rural Vitalization".This paper selects a typical case of public cultural construction to help the vitalization of Xinmin Village in Yibin City,which has certain theoretical significance and practical reference value.This study firstly summarizes the "public cultural construction helps rural vitalization" in Xinmin Village,Yibin city.By analyzing relevant literature,it defines the core concepts such as Public Cultural Construction and Rural Vitalization,and clarifies the role of public cultural construction in promoting rural vitalization.Secondly,literature research method,case study method and questionnaire survey method are used to illustrate the historical evolution of using public cultural construction to help rural vitalization in Xinmin Village,and analyze how to use public cultural construction to help rural vitalization,which provides evidence support for further study.Thisstudy finds that :(1)based on the collaborative governance theory of multiple subjects,multiple subjects can participate in the information feedback of public cultural construction,cultural mining and building and benefit distribution of rural vitalization,which can construct the supply structure of multiple subjects,overcome the shortage of rural vitalization funds,and improve the scientific nature of rural vitalization.(2)based on the theory of new public service,the work mechanism of public cultural construction should be innovated and the management of construction resources,process and effect should be carried out to create a good cultural environment,provide talent support and cultivate cultural norm for rural vitalization.(3)based on the stakeholder theory,farmers are encouraged to participate inpublic cultural construction.Through the modes of "integration of enterprises with vocational schools and universities" and "rich first,learn first",the subjective initiative of farmers’ self-development can be stimulated,multiple resources can be integrated,and rural collective economy can be strengthened.The research shows that public cultural construction can effectively drive the prosperity and development of rural areas,and help rural vitalization.
