The basic principle of the U.S.government's foreign policy is Anti-communism during the Cold War period.After World War II,the Truman Administration sought to prevent the Soviet Union from occupying the entire Korean Peninsula by geographical advantage and actively seeking cooperation with the Soviet Union in the Trusteeship of the Korean Peninsula.After the failure of Trusteeship,the United States established the Republic of Korea Government in southern Korea.Syngman Rhee became the authority.U.S.government issued the NSC 68 when the Korean War happened to explain the importance of Anti-communism.Then the United States joins the Korean War because of the principle.The United States is not willing to choose Syngman Rhee as the president of the ROK.Before the United States chose Syngman Rhee,the government also inspected the right-wing politicians and moderate politicians.However,they either did not have a popular foundation,or their propositions run counter to the claims of the United States.Syngman Rhee's strong anti-communist led the U.S.government to choose him finally.Syngman Rhee is a suitable but not satisfied candidate for the United States after comparison,the United States does not trust him.This kind of distrust comes to the fore in the Constitutional Crisis.The ambassador in South Korea proposed a replacement of Syngman Rhee,the U.S.Government considered the proposal and formulated a plan of replacement,but give up because of Syngman Rhee's irreplaceability and the threat of communism eventually.U.S.government main goals are reduction of spending and the introduction of a cease-fire on the Korean peninsula after President Eisenhower came into power.However,Syngman Rhee oppose a cease-fire and stress the constant threat of unilateral actions,that left the Eisenhower Administration became fearful of thecease-fire negotiations undermined by ROK government.Therefore,the United Nations Command formulated a military plan with the main objective of maintaining a cease-fire and overthrowing the Syngman Rhee regime in in response to this situation and named it "EVERREADY".After the releasing of the prisoners of war by Syngman Rhee,Washington government repeated the "EVERREADY" but gave up because of the threat of communism and the failure to find suitable successors.The U.S.government still prefers to use a method of appeasement to allow Syngman Rhee to agree to a cease-fire though it has formulated the "EVERREADY" plan.After the cease-fire,the policy objectives of U.S.policy toward South Korea changed from the original cease-fire to improvement of South Korea's ability to deal with the communist threat and reduce South Korea's dependence on the United States.The United States analyzed that the overthrow of Syngman Rhee would cause chaos when the Neutral Nations Supervisory Commission problem began.The United States began to consider turning the plan "EVERRAEDY" plan into a more moderate replacement plan.Using military means is as a last resort to replace Syngman Rhee under stable conditions as far as possible.So the U.S.government appeased the Syngman Rhee regime in the first place.Syngman Rhee wanted to be reelected in the1960 year's election so he made a serious electoral fraud,which caused the student revolution.The U.S.government chose to stand by in the early period of the student revolution.The situation became unstable with the development of the student revolution.In order to get support,the U.S.government started to exert pressure on Syngman Rhee.In the end,Syngman Rhee stepped down from office and the plan "EVERREADY" lost its role.The failure of the plan "EVERREADY" to be implemented fundamentally hinges on the U.S.basic principle of Anti-communism.The U.S.goals of South Korea's policy change is likely to diminish its implementation.In addition,Syngman Rhee's prestige,external threats from communist,the model role of South Korea inthe world and the ruling way of Korea are all factors considered by the U.S.government in deciding whether to implement the plan or not.
