Under the background of “ The Belt and Road Initiative”,the internationalization of small and medium-sized enterprises in Shaanxi province has been obviously accelerated,in which the cultural factor,as the “soft” support of economic and trade in various countries,to a certain extent affects the depth and breadth of economic cooperation among countries.Research shows that intercultural communication conflicts are at the top in all internal and external factors which lead to the failure of small and medium-sized enterprises.However,in order to solve the problem of intercultural communication conflict,the intercultural communication competence of enterprise personnel is particularly important,and the improvement of intercultural communication competence can help ease the negative impact of intercultural communication conflict.Small and medium-sized enterprises in China including the Shaanxi small and medium-sized enterprises,as an important economic pillar of the western region,are facing opportunities and challenges on the international road.According to the statistics of Shaanxi Provincial Statistics Bureau in recent five years,the foreign-funded enterprises are prominent in the process of international operation.The export of foreign-funded enterprises is higher than other major exports.So in this study,the employees of foreign-funded enterprises are adopted as the research objects by means of online questionnaire survey.And it uses the Byram's intercultural communication competence scale for reference combined with Hofstede's intercultural dimensions theory and Hall's high and low-context culture theory to explore the state quo of employees' intercultural communication competence.There are 178 valid feedbacks through online research.Through the SPSS software,it analyzes the employees' performance on each factor(cultural knowledge,cultural attitude,intercultural communication skills,cultural sensitivity,cultural values,and intercultural training),and the relationship between these factors and the intercultural communication competence.Through the data analysis,the conclusion is that the state quo of respondents' intercultural communication competence is at the medium level.The data shows that respondents have the strongest performance in the intercultural communication skills,and the weakest in the cultural values.And among all these six factors,cultural sensitivity comes to the second,cultural attitude to the third with cultural knowledge right after,and most respondents maintain that they have no experience in the intercultural training.In addition,the analysis results show that enterprise personnel's cultural value is the best predictor of intercultural communication competence,so this paper mainly focuses on the analysis of the reasons of cultural values which is also the root of the intercultural communication conflict from the following aspects:cultural values differences,the misunderstanding of cultural values and changes in cultural values.Finally some measures are put forward from the cultural value aspects,namely,identify different cultural values,cultivate intercultural communication skills and conduct effective intercultural training.This study contributes to expanding the research field of the internationalization of small and medium-sized enterprises in our country.It broadens a new theoretical research from the intercultural perspective and also hopes to provide reference for the international development of enterprises in Shaanxi province.
