A Study On The Construction Of The Salt Policy System In Gansu During The Period Of The Republic Of China

During the Republic of China,the National Salt Service was reorganized.As one of the most famous salt zones in China,Gansu has also carried on the construction of salt production,,distribution,taxation and anti-smuggling system,and put salt management into the legal system.This paper attempts to study the development of salt administration in the northwestern region of Gansu,as well as the measures and influences of salt administration construction,in order to restore the process of Gansu Salt administration construction and reform during the Republic of China.This article is divided into four chapters: the first chapter outlines the changes of the system of salt administration in the historical period and the Republic of China;The second chapter introduces the general situation of salt industry in Gansu and the measures of dynasties to Gansu,and brings out the disadvantages of salt administration in Gansu.The third chapter introduces the measures of salt administration construction in Gansu in the Republic of China,from the distribution and distribution of salt,taxation,personnel organization and anti-smuggling four.The fourth chapter analyzes the limitation and influence in the process of salt administration construction in the Republic of China,and discusses the political environment,ethnic problems and private salt The author tries to prove the benefit of the reform of salt politics and the modernization of the salt affairs which adapts to the social development.
