Research On The Equalization Of Basic Public Cultural Services In Jiangsu Province

Under the background of world globalization,all kinds of ideological and cultural exchanges are frequent,and the role of culture is increasingly prominent.It has become an important engine for promoting economic development and an important part of international exchanges and cooperation.After forty years of reform and opening up,Chinese people's living standard have been greatly improved.It has entered a new historical era of deepening reform and building a prosperous society in an all-round way.For a long time,the development path centered on economic construction has made socialist cultural construction neglected for a long time,and the level of public cultural services is relatively low,which is difficult to meet the growing spiritual and cultural needs of the people.At the new historical starting point,promoting the equalization of basic public cultural services and enabling every citizen to enjoy public cultural services is an important measure to enhance people's sense of happiness,achieve material well-being,spiritual well-being and build a strong socialist cultural power.Jiangsu Province as the eastern developed provinces,made an active response to the top design of national cultural system reform,have made preliminary achievements in promoting the equalization of basic public cultural services,but unequal problems between different region,urban and rural areas,groups of basic public cultural services is still outstanding,realizing the equalization of basic public cultural services will still have a long way to go.Based on the above background,this paper in order to promote equalization of basic public cultural services in Jiangsu Province,in theory,to explore the theoretical origin of the equalization of basic public cultural services as well as the connotation and the principle,in practice,to summed up the basics of promoting the equalization of basic public cultural services in Jiangsu Province,analysis the current situation of basic public cultural services between region,urban and rural areas and groups.The part of empirical research,collecting data of public cultural services in Jiangsu Province,establishing equalization index system,calculating the composite index of basic public cultural services of every city in Jiangsu Province,using Gene coefficient,Theil coefficient to measure the disparity,found that: composite index of basic public cultural services of 13 cities in Jiangsu are increasing year by year,the level of equalization of the basic public cultural services are improved,and the disparity is mainly between regions.In addition,panel data regression results show that the factors that influence the basic public cultural service level of various cities are mainly the funds input and the overall planning of urban and rural areas in all cities,that is,the higher the level of urbanization is,the higher the service level of the city will be.According to the above research,the basic public cultural service equalization of the Jiangsu province level has been improved,but because of the lack of "cultural livelihood" concept,the imbalance of economic development between region,the structure in urban and rural areas and other factors,the unequal phenomenon still exists.This paper puts forward corresponding countermeasures: to promote basic public culture services in the way of investment diversification,regional,plan urban and rural public cultural resources as a whole,create interactive regional characteristic public cultural services,establish safeguard mechanism of basic public cultural services for migrant workers,implement performance responsibility of basic public cultural services.
