As the core field of the cultural industry,the film industry is an industry that is strongly promoted and developed at the present stage in China.The film industry is significantly different from traditional manufacturing and high-tech industries,and has the characteristics of high investment,high risk,scale economy effect,and seasonality.The layout of theater chain is usually close to the consumers and the densely populated city center.The agglomeration can reduce the searching cost of consumers,maximize the utility of consumers and improve the profit of enterprises.At the same time,with the promulgation and implementation of "Film Industry Promotion Law of the People's Republic of China",reasonable film industrial policies help to build a competitive market order,form a diversified market supply and an advanced consumption level,which improves the input-output efficiency of China's film industry from the perspective of supply and demand.This paper first analyzes the development and distribution characteristics of China's f-ilm industry.Using the Theil index,Zipf rank-size rule,information entropy and equilibrium degree and the Global Moran's I,we find that the film industry has significant characteristics of regional distribution,hierarchical size structure and spatial agglomeration.Secondly,it constructs input indicators including the number of cinemas,number of screens,number of film practitioners,and output indicators including the number of moviegoers and box office revenue.The DEA-BCC model is used to measure the efficiency of the film industry in 321 cities of China from 2015 to 2017 from the perspective of technical efficiency,purely technical efficiency and scale efficiency.DEA-Malmquist index model is introduced to measure the total factor productivity change of the urban film industry.Finally,the panel Tobit model is used to explore the impact of industrial agglomeration and industrial policy on the efficiency of China's film industry.The results show that:(1)From 2015 to 2017,the technical efficiency of China's film industry has declined first and then increased,and the efficiency of most urban film industries is in an inefficient state.The purely technical efficiency of China's film industry has contributed more to the technical efficiency.The results of DEA-Malmquist index model show that there are certain differences in the formation path of total factor productivity in China's film industry from 2015 to 2017.(2)Industrial agglomeration and industrial policy play a significant role in promoting the input-output efficiency of China's film industry.From a regional perspective,although the overall film industry efficiency in the eastern region is at a higher level,with the adjustment of industrial structure and industrial layout in the central and western regions,coupled with the guidance of macroeconomic policies,the efficiency gap between regions will be further narrowed.For different cities,industrial agglomeration and industrial policy play a limited role in improving the input-output efficiency of the film industry in the first and second-tier cities,and have a stronger impact on the efficiency of the film industry in the third,fourth and fifth-tier cities.Therefore,the third,fourth and fifth-tier cities should pay more attention to the rational layout of the film industry,and use the scale effect,technology diffusion effect,circular accumulation effect and innovation incentive effect brought by the agglomeration to improve the input-output efficiency of the film industry.
