Cultural diplomacy is as old as international relations.It is a diplomacy that is based on cultural exchange and communication.Cultural diplomacy has played an important role in the normalization of relations between countries in the history of international relations.Cultural diplomacy is a diplomatic way that many big countries in the world attach importance to and is also an important way to operate the image of the country.In the 70 years since the founding of New China,cultural diplomacy Jhas eased or improved bilateral relations in the process of connecting China and the world.The forms of cultural exchanges are also diverse.Especially in today's world,the degree of interdependence between countries is getting higher and higher,and the exchanges between different cultures are more frequent.Under such circumstances,China5s foreign cultural diplomacy and the development of cultural exchanges and external communication have become important issues.In the history of New China's diplomatic relations,the Central and Eastern European countries are a relatively special group.CEEC were among the first countries to establish diplomatic relations with New China.Many of them were also the first countries to recognize the international status of New China.Therefore,CEEC played an important role in the overall diplomacy of New China.The 16 countries of Central and Eastern Europe are a collection of countries with many differences in economic and social development.Therefore,the development and changes of China's relations with CEEC largely reflect China's perception of the external world and the transformation of its foreign strategy.The question in this study is:What new developments have China made in the cultural diplomacy of Central and Eastern Europe under the“16+1”cooperation mechanism?In view of the special significance of Central and Eastern European countries to China,this paper hopes to study the historical development,dissemination methods and achievements of China's cultural diplomacy for CEEC,and because Hungary has created many "first time" with China,also it's the first country to respond to the establishment of the China-CEE cooperation mechanism and the "Belt and Road Initiative",Therefore,this article will focus on Hungary and analyze the new development of China's cultural diplomacy in CEECs under the“16+1”cooperation mechanism also the challenges they are facing and how to deal with.This paper first explains the definition and manifestation of cultural diplomacy from the perspective of history and policy,and divides the history of China's cultural diplomacy in Central and Eastern Europe into two parts:The Cold War and the Cold War(before the establishment of the "16+1" Cooperation mechanism).The analysis of the period,the use of time as a clue to analyze the connotation of cultural diplomacy and the impact of China's cultural diplomacy on Central and Eastern Europe on bilateral relations also laid the foundation for the study.Secondly,this paper studies the new developments of China's Central and Eastern European countries in the new historical period through the inductive analysis of policy reports and existing research,and summarizes China's diplomatic relations with Hungary by taking the most representative Hungary as an example.Forms,an example of new developments.The study found that:First,the new mechanism is in dialogue.The launch of the“16+1”Cooperation mechanism has provided an increasingly institutionalized official dialogue platform for cultural diplomacy.These platforms have provided support for policies,funds,and platforms for cultural exchanges between the 16 countries of Central and Eastern Europe and China.The second is the new form of cultural communication.Our new generation of national leadership collectively attaches great importance to the power of media communication,not only vigorously develops traditional media,but also deeply understands the forms of new media communication,paying attention to the correct dissemination of national image and the correct expression of national intentions.The third is new in the concept of cultural diplomacy.In the past,we only relied on official exchange programs to realize cultural exchanges,and encouraged people to communicate and understand each other spontaneously,so that cultural diplomacy can be diversified and democratized.It also emphasizes cultural integration.It can be seen that China respects countries.The case study of Hungary,the most representative of Central and Eastern European countries,is used to illustrate the form and characteristics of China's cultural diplomacy towards Hungary.Subsequently,this paper analyzes the current challenges of China's cultural diplomacy to Central and Eastern European countries from the three aspects of attitudes,values and language differences between the EU and the United States.The research shows that the EU and the United States have influence on China in Central and Eastern Europe.Raising concerns and vigilance,this is the biggest challenge for China to conduct cultural diplomacy in Central and Eastern Europe;the cultural traditions,values,and ideologies in Central and Eastern Europe are quite different,geographical distances are far apart,and transportation and other infrastructure are not perfect.China currently faces the challenge of cultural diplomacy in Central and Eastern Europe.Based on this,it puts forward three suggestions and countermeasures,namely,clearly aiming at the "civilization partnership" and strengthening the strategic planning of cultural exchanges between the two sides;properly handling the differential needs,coordinating the overall and local relations;strengthening local cooperation and educational cooperation,consolidating the folk foundation in the cultural exchanges between the two sides.
