Climate change is one of the most significant threats facing the world today.As one of the top carbon dioxide emitters,China has the responsibility to explore an effective and efficient approach to GHG mitigation.Against this background,the Stockholm Environment Institute published "What Cities Do Best: Piecing Together an Efficient Global Climate Governance" in 2015,a working paper examining the ideal roles of all levels of governments under a vertically integrated approach to city-related greenhouse gas(GHG)emissions and giving pertinent policy recommendations to countries including China,the United States and Brazil based on the analysis of the needs,opportunities,and the government structure of the three countries.Through a case study on the translation of the working paper,the report argues that functional equivalence theory is of great significance in the translation of academic texts,guiding the translator to faithfulness or functional equivalence at levels of lexicon,sentence,passage,and style,so that the translation could meet the needs of the Chinese readers,who are seeking information and suggestions in the working paper.The functional equivalence theory helps solve the problems caused by cultural differences between the source language and the target language in the translation of academic texts,such as the translation of the terminology,restructuring of sentences and paragraphs,naturalness of the translation and the uniformity of the style in the whole translated text.The report introduces the translation task and the characters of the source text,describes the translation procedure in detail;thirdly expatiates on the functional equivalence theory,analyzes the cases at lexical,syntactic,textual,and stylistic levels and then gives the conclusion.
