Grassroots female civil servants are the key power to ensure the normal and orderly operation of the local governments of our country.There are 122 primary-level units in X city,including the township governments and sub-district offices.An estimated 4500 female civil servants are now working for the local government of X city,and approximately 51%of them are mainly involved in administrative work,education,cultural and public health services,etc.Because of their hard work,talent and wisdom,they have made great contributions to the local government.However,the working conditions and living infrastructures of the primary-level units are relatively unsatisfactory.Especially for those female civil servants,compared with their male colleagues,they don’t have much opportunity to stand under the ’spot-lights’,rather,they have to stick on their own post and take heavy work behind the scenes.Along with the accelerating reform of the administrative system,the orientation of the government functions as public service has become more and more obvious.As a result,the workload of the grassroots units will be greatly increased,so as that of the grassroots female civil servants.The heavy workload and clear responsibilities are the various pressures they face in their daily life and work,and had caused them a lot of stress,such as work stress,life stress,and even mental stress.This thesis is based on the occupational psychological crisis of the grassroots female civil servants and its intervention countermeasures.I use the overall situation of X city in Zhejiang Province as the basic data source.I also use document study,case study method and questionnaire survey method focusing on the occupational psychological crisis of the grassroots female civil servants and its intervention countermeasures.Overall,the performance of the occupational psychological crisis of the grassroots female civil servants is as follows,they work at the grassroots level,they growth at the grassroots level,and the complex economic and social environment in the grass root level adds a lot of uncertainty to both of their life and career,which will cause their abnormal mental response.To be more specific,they are facing a dilemma in balancing their work and family,and the inevitable gender discrimination from their surroundings.If the above mentioned problems accumulated over a long period of time,these will make the female civil servants become angry,tension,irritability,depression,anxiety,insomnia,fear,suspicious,even tend to force themselves and others.The occupational psychological crisis of the grassroots female civil servants has seriously affected their physical and mental health.These problems are mainly due to the lack of the necessary humanistic care and social support,relatively low attention to women’s performance according to most versions of today’s appraisal policy,less concern about the importance of women’s occupational psychological crisis by the Party Union and labor unions.According to the analysis,the occupational psychological crisis of the grassroots female civil servants had not only threatened their own physical and mental health,but also affected the efficiency of the entire administrative organizations.We should fully understand the basic situation of the occupational psychological crisis of grassroots female civil servants.Moreover,we shall make joint effort on various aspects,such as work plans,social support,incentive assessment,long-term assistance to help ease the psychological burden of female civil servants.Through appropriate humanistic care and sufficient financial support,the problem of the occupational psychological crisis of female civil servants should be incorporated into the ideological and political system.Through constructing the atmosphere of equality between men and women,to encourage and enhance women’s awareness of political participation,the social support of female civil servants would be greatly increased.Through perfecting the incentive assessment policy and the welfare system,the society could provide positive incentives to the grassroots female civil servants.Through the joint efforts of both the Party union and labor union,the long-term intervention system of the professional psychological crisis of grass root female civil servants would be eventually put into force.
