Research On The Countermeasures Of Urban Public Cultural Services Supply From The Perspective Of PPP

As the economic and society develop well,our country proposes to strengthen the construction of socialist spiritual civilization,but city's supply of public cultural services'quality and efficiency are una'ble to meet the growing cultural needs of the public,seriously reduced the public satisfaction.So the government began to explore the application of the PPP model in the supply of public cultural service,that is,the partnership of public and private.PPP model was first applied to foreign countries.UK is the most typical country,the government's financial pressure was greatly reduced and the supply efficiency of public service was improved by the PPP model.In 1980s,our country began to explore the cooperation mechanism of public-private,and the application in water,transportation,road and other fields has been successful.PPP mode based on service-oriented government theory,management theory of multi-center,governance theory of synergetic,advocating public sector and private sector start to cooperate,pay attention to the complementary advantages,benefit and risk sharing.PPP is conducive to the improvement of public culture service supply quality and level,maintenance the equal rights and interests of the parties involved in it.Based on the analysis of the current situation in China,the paper analyzes the current situation of the supply of urban public cultural services.However,there are a series of problems in the development of PPP mode in our country:the imperfect laws and regulations of PPP mode,supply of public cultural services is unequal among different areas,skilled people can't security,and the shortage of market players and social capital.Through the case analysis of public cultural service innovation in Tianjin,the role of public and private sectors in the issuance of Wenhui card in Tianjin is positioned,put forward good suggestions for the supply of urban public cultural services.Learn PPP mode in Britain and Australia in order to improve Chinese supply of public culture services.To further explore the effective path of the PPP mode in the supply of public cultural services:firstly,to improve the PPP mode of application of the system of laws and regulations;at the same time,our government should change their functions,establish risk sharing and benefit allocation mechanism;furthermore,have to strengthen government's supervision,establish and perfect the supervision system;in addition,also need to strengthen security measures to help PPP can participate in the supply of urban public cultural services better.
