At present,China is in the critical period of social transformation,and profound changes are taking place in the economic system,interest pattern and social system.Along with the rapid economic development,the living standards of rural residents have been continuously improved,and their demand for a better life including more spiritual and cultural elements is enhanced.However,due to many practical factors,the development of urban area and rural area is uneven.With the acceleration of population growth in urban areas featuring a large number of rural populations pouring into the city,the government has to invest a huge amount of personnel,material and financial resources into the city which is far more than the investment in rural areas.Hence,there exists a huge disparity of public cultural supply between urban areas and rural areas.Since entering the new development era,China’s public cultural construction has made great progress.The government establishes a network of public cultural service facilities covering urban and rural areas,as well as transforming public cultural service "management" to public cultural service "governance".However,the overall construction of public cultural service system in China is still not fully finished,and public cultural service supply in rural areas is insufficient and unbalanced,which characterizing single supplier,insufficient investment of funds,low participation and satisfaction of local residents,imperfect operation mechanism,and mismatch between supply content and farmers’ actual demand and thus hindering the construction of modern public cultural service system.Linzhou City,located in the northwestern part of Henan Province is a typical mountainous county-level city.In 2019,Linzhou City ranks top ten of the top 100 counties in Henan Province in terms of economic development level.In recent years,with the in-depth implementation of the Rural Revitalization Strategy,the city government has increased investment in rural areas in all aspects,from policy preference,capital investment to talent support.Therefore,the living environment in rural areas,and the living conditions of rural people have undergone tremendous changes,which makes the spiritual and cultural needs of rural residents more prominent.The current public cultural service supply,however,is both not optimistic in quantity and quality.Problems like low level,single measure and mismatch are prevelant.Based on the theory of public goods and the theory of new public service and using 41 administrative villages of Y Town in Linzhou City as an example,this dissertation studies the public cultural supply and discusses how to better implement the diversified supply path of rural public cultural service under the guidance of the government and open up the "last kilometer" of public cultural service.The dissertation adopts the research methods of literature research,questionnaire and interview.Based on the research result of the supply practice of Y Town,the dissertation points out that the main problems existing in this regard include the weak construction of rural public culture,the insufficient motivation of socialized subjects participating in rural public cultural service supply,the mismatch between supply and demand of rural public cultural service,and the single supply mode and carrier.The underlying causes are the incorrect traditional concept and cognition,the inadequate performance of government functions,and the unsound operation of the supply mechanism of rural public cultural services.On this basis,the corresponding solutions are put forward,namely,reconstructing the concept of rural public cultural service supply,enriching the diversified subjects of rural public cultural service supply,constructing a more scientific and wholesome supply system and mechanism,and improving the rural public culture supply efficiency.By means of this,this paper tries to put forward some suggestions and references for the public rural culture supply in other rural areas.Also,it is hoped that this dissertation,through multi-angle and multi-level research,could be of great significance in constructing a diversified social governance mode of "government leading,social coordination,public participation",realizing the comprehensive revitalization of rural areas,promoting the sustainable,healthy and high-quality development of county-level economy,building a rural social governance pattern of co-governance and co-sharing,as well as enhancing the modernization of national governance system and governance capacity. |
