After the second World War,cultural rights as an important part of human rights,have attracted more and more attentions in many countries.In this dissertation,the discussion of “access to culture” starts from public documents in European countries.Although the concept of “access to culture” is applied frequently in these documents,their propaganda is not completely consistent with the meaning of cultural rights.In the context of cultural rights,the concept of access to culture should not only involve accessing cultural facility easily,but also take the diversity of cultural participation and the autonomy of cultural creation into consideration.At present,the awareness of cultural rights of Chinese citizens is relatively weak,and governments pays less attention to cultural rights in the development of mass culture.To introduce the concept of access to culture,it reflects to what extent people have achieved“participation in cultural life”.On the one hand,this study reminds the public to put a high value on culture right,and on the other hand,it provides a guidance for the Chinese government to promote the development of mass culture.Combined with existing documents and researches,the dissertation will first define the concept of “access to culture” and “community dance”.Then through the theory of cultural capital,cultural hegemony and discipline,the study will first analyse three obstacles which prevent the achievement of access to culture.Each obstacle corresponds to a representation of access to culture respectively.Followed by this,these obstacles representing in dance area will be analysed.In order to achieve access to culture,the dissertation will introduce community dance in the UK and dissect how it in a certain way can remove these obstacles.In this part,except for thetext analysis method,participatory observation and interviews were conducted to collect data.Finally,based on the representations of access to culture and these representations reflecting within community dance in the UK,the study attempts to provide some suggestions for the development of mass culture in China.The dissertation holds that the idea of "everyone can dance" within community dance embodies the concept of access to culture.On the one hand,dance as a form of body culture plays a special role in awakening the awareness of cultural rights;on the other hand,community dance also shows a new way of the access,participation and creation of culture.Currently,cultural freedom and pluralistic development is prevailing,citizens desire to access,participate and create culture,and present their perceptions and expressions of culture.To boom and develop mass culture in China,everyone plays an indispensable role.The proposition of "access to culture" from the perspective of the public provides a way for the government to boost mass culture in China.
