Research On Changchun Chamber Of Commerce In Modern Times(1908—1931)

At the beginning of the 20 th century,in the face of the impact of the western commercial war,the Qing government to call for the preparation for the chamber of commerce organizations all over the country.A wave of Chambers of commerce followed.As an important commercial city in the three northeastern provinces,Changchun has already had the economic foundation for the establishment of a chamber of commerce.Taking the opportunity of government-sponsored chamber of commerce,Changchun chamber of commerce was formally established in 1908.Since its establishment,Changchun chamber of commerce has carried out a series of economic activities in accordance with the purpose of safeguarding the interests of businessmen and promoting the development of national industry and commerce.Meanwhile,as a group organization between officials and businessmen,it has taken up the important task when the government functions are lacking,becoming a social force that cannot be ignored in the modern history of Changchun and exerting an important influence on the economic development and modernization of Changchun in modern times.This paper takes Changchun chamber of commerce as the research object,discusses the social background of Changchun chamber of commerce,its operation mechanism and organizational evolution after its establishment,focuses on the analysis of the main activities of Changchun chamber of commerce,and discusses the historical role of Changchun chamber of commerce on the basis of this,and carries out an overall review of Changchun chamber of commerce,hoping to provide reference for the chamber of commerce,industry associations and other business groups in today's society.In view of the above research contents,this paper is divided into the following four parts:The first part mainly discusses the social background of the establishment of Changchun chamber of commerce.Changchun chamber of commerce is the product of The Times development,but also has its specific conditions and background.In the late Qing dynasty,with the opening of Yingkou port and the construction of the Middle East railway,the industry and commerce of Changchun developed rapidly.Under this economic background,the late Qing government's policy of calling for the establishment of Chambers of commerce across the country provided a favorable political environment for the establishment of Changchun chamber of commerce.At this time,the early merchant organizations such as the Changchun merchants' assembly laid the organizational foundation for the establishment of Changchun chamber of commerce.The second part focuses on the composition of changchun chamber of commerce,the election system and the source of membership dues,which are the fundamental guarantee for the chamber to operate and perform its activities effectively.In addition,after the establishment of the chamber of commerce,it constantly improved its organizational structure through the chamber of commerce law promulgated by the government in different periods,gradually grew into an important merchant organization in changchun in modern times,and eventually evolved into a social group with the nature of modern bourgeoisie.The third part discusses the main activities of Changchun chamber of commerce.This part divides the main activities of Changchun chamber of commerce into three parts: economic,political and social public welfare activities.Changchun chamber of commerce is a social organization with businessmen as the main body.Its fundamental purpose is to revitalize commerce and safeguard the interests of businessmen.The fourth part is to evaluate the historical function of Changchun chamber of commerce on the basis of its activities.As a merchant group of the new bourgeoisie,Changchun chamber of commerce connected the vast industrial and commercial strata to form a powerful group and strengthened the group strength of the modern Changchun merchants.Through its own efforts,the chamber of commerce has not only promoted the development of industry and commerce in Changchun,but also improved the municipal construction in Changchun and accelerated the process of Changchun's modernization.Its historical achievements are worth affirming.
