With the upsurge of urban renewal and environmental remodeling,local governments have begun to guide and control buskers.This article starts from this social phenomenon and explores street art governance under the perspective of creative city.Based on the analysis of the evolution of related concepts,this article incorporates street art under the category of public art into the framework of the creative city operation to analyze its functions,and in conjunction with specific practices in Shanghai,explore the status quo,existing problems,and solutions to governance of street art.The first chapter of this article reviews the historical process of street art governance in Shanghai,and focuses on the transition of the management model of“on duty with the certificate”.It explains the necessity of the government's intervention from the disordered management to normal management,and discuss the reason of introducing into the creative city,that is,the applicability and effectiveness of street art governance under the perspective of creative cities.The second chapter of this article constructs a theoretical framework for the analysis of street art in Shanghai.In the dynamic structure of creative cities,the governance of street art can be used as a “local device” that enables micro-individual creativity to rise to the macro collective level and to exert creative value.The public characteristics and context building function can encourage public participation,attract talents to gather,and stimulate interactive innovation,so as to bring sustainable development to cities.Under the perspective of creative cities,the government should aim to create a creative environment,consider openness and interaction as the core,and publicity as the starting point—aggregation,diversity,tolerance.With reference to the theoretical framework,the third chapter of this paper is based on field research to analyze the status quo of street art governance.In practice,it presents a large number of people with low frequency of interaction,lack of cultural diversity,and reconstruction of social relationships while suppressing artists' self-expression.Such characteristics,as compared with the perspective of what should be considered,do not reflect the subject interaction,cultural diversity,and social inclusion that drive the construction of creative cities.Why is there such a contrast? On the basis of diagnosis of this issue,this article attempts to explore the solution path.The concept of governance and the creation of creative environment suggest that we should construct a social network of multipleentities,use street art as a medium to undertake dialogue and collaboration,and inspire the autonomy and enthusiasm of artists,in order to promote the creation of new ideas.Not only city managers,including space users,need to re-examine and learn how to create,discover,innovate,solve problems and self-assessment in street art practice.
