Study On The Decision Of Design Schemes Of Culture And Entertainment Projects Invested By County-Level City

The “thirteenth five-year” plan required that governments of different level should vigorously develop culture,entertainment and relevant industries.In response to this policy,governments nationwide have invested local cultural industry and culture and entertainment projects more and more to meet the requirement of culture and entertainment of people.At the same time,higher requirements are put forward for project design decision.In this paper,the author conducted a targeted study on the decision about design of culture and entertainment projects invested by county-level city government.Firstly,the author analyzed general construction situations and characteristics of culture and entertainment projects invested by county-level city governments.These characteristics involve positioning of project functions and requirements,period of return on investment,safety and other aspects.Secondly,the author improved the multi-attribute group decision-making method by introducing the method of triangular fuzzy evaluation on the basis of the traditional weighting method combining with subjective and objective,i.e.the experts produce a triangular fuzzy evaluation of the project under the given decision-making index system,which can effectively avoid the shortageof expert's subjective evaluation.Then,the author applied the method of entropy weight to specify the evaluation index system,under which experts' subjective evaluation of a certain scheme formed into a corresponding matrix—equivalent to the objective determining of the weight of experts and the weight of indexes,the entropy value of indexes and individuals is calculated respectively and corresponding weights are obtained.Next,in accordance with the characteristics of culture and entertainment projects invested by county-level city governments,the author specified four indexes for the index system of decision on design schemes,namely the advancement,safety,construction controllability and the economic efficiency.The author took a step further by polishing and dissecting the proposed index system down to details.Using the constructed index system and the improved multi-attribute group decision-making method,the author made decision on the design schemes of culture and entertainment projects invested by county-level city governments and achieved scientific conclusions.Finally,the author applied the decision-making system and methods to the decision on the project plan of a culture and sports center in a city with the purpose of verifying the feasibility of the decision.Through research,this paper constructs the reasonable index system,which can help county-level city government to make objective decisions upon their investment in culture and entertainment projects.The study is also of practical significance to the satisfaction of requirements of the people's livelihood and the improvement of a more scientific decision.In the meantime,the study provides an index system and relevant methods that can serve as a reference for the government' decision on the construction of projects of other types in the future.
