At the beginning of the establishment of the Republic of China,the government faced various problems at home and abroad.As an indispensable part of the Chinese nation,Mongolia,because Mongolia,Tibet and other regions have their own independent language and text,These factors have caused many obstacles for the government to communicate with them;The border issue of this period is another great problem,intervention by these countries,such as Russia and the United Kingdom,make the government more concerned about the affairs of the Mongolian and Tibetan areas,the government's policy on Mongolia and Tibet requires translators to act as a medium.The real-time and accuracy of translation directly affect the results of communication.Especially in the midst of civil disturbances in the country and under the turmoil in the frontiers.The role of translators as a medium is self-evident.But in troubled China,the role played by translators is easily forgotten by the world.After the establishment of the Republic of China,the Faculty responsible for Mongolian and Tibetan affairs was also cancelled.The Mongolian and Tibetan Affairs Bureau and the establishment of the Mongolian and Tibetan Institutes,made the central government has institutions dedicated to ethnic areas.But,whatever Mongolian and Tibetan Affairs Bureau or Mongolian and Tibetan Institute,except for translators,most of the other staff are from non-Mongolian areas.The Mongolian-Tibetan Affairs Bureau has existed for a relatively short time,its internal management agency is not perfect.When it came to the Mongolian-Tibetan Academy,a translation department was newly established,with a fixed number of translators and special appointment documents.At this time,the translator has many connections with Gonson Noble,which made the establishment of the translation section seem extraordinary.The translators produced during this particular period,which expand or rise,reflect the degree of government demand for translators at thattime;different from other civil servant-specific translation appointment documents,we can see the position of translators at that time and the degree of attention paid to them;The scope of the translator's work and specific responsibilities show the central government's attention to the Mongolian and Tibetan areas at that time.The translator's treatment and future life reveals the status of the translator's work and the impact of this experience on their lives,thus revealing the value of translators' existence.The article is based on the documents compiled by the Mongolian and Tibetan Affairs Bureau and the Mongolian and Tibetan Institutes during the Republic of China as the core historical materials,the officially published newspapers,and the background of the Republic of China journals.From the perspective of translators,look at big issues from a small perspective to observe issues related to Mongolian and Tibetan institutions in the early Republic of China.
