Wenzhou is well-known as a commercial and economic country,which completely conceals its image as an ancient city with thousands of years of cultural relics.In fact,there are four historic and cultural blocks and a historical area in Wenzhou City,which has profound cultural background and unique folk customs.In2016,Wenzhou City has also successfully won the title of a national historic and cultural city.These cultural heritages are the most precious resources of Wenzhou city.To excavate,protect and inherit them properly will contribute to the establishment of a good image of the city,the promotion of its competitiveness and the revitalization of its economy.Based on the above background,the central issue of this paper is to describe and summarize the main practices and basic experiences of local governments in the protection of historical and cultural blocks,to analyze the problems and reasons of local governments in the protection of historical and cultural blocks,and to improve the countermeasures and suggestions of local governments in the protection of historical and cultural blocks.The basic practices of local governments in protecting historic and cultural blocks can be summarized as construction,management and cultural inheritance.Among them,the local government mainly used financial funds to repair the main street of Wuma,as well as the back streets and promulgation of many local laws and regulations,such as the Measures for the Protection and Management of Wenzhou Historic and Cultural Cities,the Measures for the Protection and Management of Wenzhou Historic and Cultural Blocks and the Measures for the Protection and Management of Wenzhou Historic Buildings,has jointly formed a relatively complete legal system,enabling the local government to follow rules in the protection and inheritance of historic and cultural streets in Wenzhou,which is conducive to standardizing the historic and cultural streets in Wenzhou Area protection activities.The Wenzhou government has compiled the Protection Plan for Wenzhou Historic and Cultural Cities(Revision)to clarify the protection principles,objectives and framework;to clarify the protection plan for historic and cultural blocks,historic sites,historic and cultural villages and historic landscape zones;to clarify the recent protection plan;to plan and implement management measures;and to specify the protection requirements,etc.With the deepening of protection work,the Wenzhou government pays more attention to the authenticity of the way to protect neighborhoods and abides by the principle of historical revision as the old.In the process of urban demolition,it consciously collects old materials,and in 2018,it uses a lot of old materials in the reconstruction of
