In the late Qing Dynasty, the establishment of the police system is a trend in the development of Chinese history. An important part of the New Deal in the late Qing Dynasty was the establishment and improvement of the police. To this end,the Qing government has made a lot of investment and efforts from the central government to the local government.Until the Dynasty demise,a prison police team was created. It can be said that the New Deal in the late Qing Dynasty wanted to run the police well, and the Revolutionaries wanted to get more police to participate in the revolution. However, the police have some functions of political investigation and social bombardment.Coupled with the situation of internal and external troubles in the late Qing Dynasty,it will inevitably lead to a series of conflicts between the police and the Revolutionaries. Therefore, the Revolutionary Party's understanding of the police has a process from rejection to acceptance. It can be seen that the relationship between the police and the Revolution of 1911 is very close and complicated. The author tries to explore the relationship between the police and the revolution from different periods and different regions. This paper takes the time of Xinhai, mainly including the New Deal in the late ten years of Qing Dynasty.Analyzing the police activities from the founding of the police to the time of the Xinhai period, the relationship between the police and the revolution was discussed from the following three parts:Firstly,we introduced the problems in the creation, promotion of the police and the relationship between the police and the party before the Wuchang Uprising. It mainly introduces the background of the construction of the police in the Qing Dynasty and the conflict between the police and the people caused by various reasons. These conflicts have further aggravated the opposition of the whole society, causing uneasiness in the whole society and even becoming a hotbed of revolution in the revolution. In addition, the construction of the police in the Qing Dynasty is also directly related to the prevention of civil strife. In the process, the police will naturally be devastating and destroying the revolutionary activities. Therefore, the revolutionaries have just begun to be very repulsive to the police, and there is hardly any good impression. However, the revolutionaries have to achieve the rapid success of the revolution without their own armed forces.Facing such a large-scale paramilitary force,it will naturally adopt various methods to exercise and fight for it.Secondly,we introduced the performance and characteristics of the police during the 1911 Revolution. The performance is mainly divided into three types, according to the independent situation of each province,to show the specific performance of the police in this revolution. On this basis, the paper analyzes the different characteristics of the police performance and the reasons behind it.Thirdly,we mainly introduce the role of the police in the 1911 Revolution, which plays a role of the uprising as a key point in time.It is divided into three different periods before the uprising,in the uprising and the victory of the uprising to examine the different roles of the police. It can be seen that as the situation shifts from war turmoil to order, the positive role of the police in this process is also constantly increasing. As for the impact, mainly based on the police's participation in the revolution, the long-term impact on Chinese society is mainly caused by the militarization of the police function, which further casts a shadow over the modernization of the police system.Secondly, because the police participate in the revolution,it is difficult to maintain order.Even after the victory of the uprising, the police attached to the rebellion for some reason, coupled with military and police conflicts, etc.,which made the whole society more turbulent. Finally, the police participated in the revolution, excessively intervening in politics, causing political darkness and corruption. This is not conducive to the development of political democratization. When it plays too many roles other than maintaining law and order,it further weakens its ability to control social order and does not provide a stable and orderly environment for economic construction. To a certain extent,it also has a certain negative impact on the modernization of the country.
