It is one of the most important strategies to maintain cultural security in our country that we positively facilitate the development of public cultural undertakings and the establishment of the public cultural service system. Public cultural institutions play an important role in that system, whose fundamental objective is to realize its functions in aspect of service and public benefit so that the basic cultural requires from people could be always satisfied. Evaluating these public cultural institutions could also be an important way to make themselves as well as public cultural undertakings better. The objectives of this research are to construct a performance evaluation indicator system suitable for public cultural institution at provincial level and to apply it on Hangzhou public library. Besides, the research hopes to find out general characteristics of different types of public cultural institutions, and to design a scientific and reasonable performance evaluation framework and indicator system, which is applicable in most general situations.In this thesis, firstly we made a clarification and definition of public cultural institution, and meantime we did much literature review with researches and practices at home and abroad on its performance evaluation; Based on the function analysis and conclusion, we designed a theoretical model for the performance evaluation of provincial public cultural institution, and then constructed a three-level indicator system and made two rounds of indicator screening as well as weight designing, finally working out a detailed assessment rules; At last, we accomplished the evaluation application and performance analysis on Hangzhou public library, listing several current problems and making suggestions to improve its performance. Research methods like Literature Survey, Questionnaire Survey, Delphi Method, Descriptive Statistical Analysis, Membership Analysis, Correlation Analysis and Analytic Hierarchy Process etc. were used in this research. And the main innovation point was designing a general applicable performance evaluation indicator system and assessment rules for provincial public cultural institutions.
