Research On Supply Optimization Of Rural Public Cultural Services In Nanning Under The Polycentric Government Theory

From the perspective of multi-center governance theory,taking G village of Nanning as a case study,this paper summarizes the achievements of Nanning rural public cultural service supply optimization,analyzes the existing problems,and puts forward the optimization strategy of Nanning rural public cultural service supply.The achievements of optimizing the supply of public cultural services in G Village of Nanning City include:carrying forward and carrying forward traditional culture,developing cultural tourism,increasing investment in public cultural security,improving cultural facilities,building a contingent of cultural talents,expanding the coverage of public cultural services,and improving cultural construction and service capabilities.There are five main problems in the optimization of the supply of public cultural services:insufficient total cultural supply,dislocation between supply and demand,weak public cultural infrastructure construction,insufficient financial input,and imperfect supply supervision mechanism.The overall quality of the personnel team is poor.Most of the above problems are related to "singleness".Multicentre governance theory provides a theoretical paradigm for the construction of public cultural service system.With the help of the theory of multi-center governance,it is suggested that the "government +" model should be adopted to optimize the supply of rural public cultural services in Nanning.The "government+" mode is to integrate the market,the third-party organizations,society,farmers and village committees under the guidance of the government to form a new supply structure of rural public cultural services.In the supply decision-making,we should improve the government's single decision-making,integrate the villagers' will,and establish a bottom-up decision-making mechanism.On the supply subject,the government is the main body,supplemented by public welfare cultural institutions,state-owned enterprises and institutions,social forces,grass-roots cultural teams and so on.Besides the cultural programs provided by the government,the cultural programs spontaneously organized by local village committees and villagers are introduced to stimulate the vitality of grass-roots cultural supply.In terms of capital investment,we should introduce social capital and broaden financing channels.On the supply supervision mechanism,social media and farmers participate in the establishment of effective supply supervision mechanism.In the construction of the contingent of talented people,it is necessary to excavate the cultural talents in rural areas,establish the incentive mechanism for talented people,enrich the contingent of cultural talents in rural areas and improve the quality of the contingent.
