Since ancient times,the governance of rural society has always been an important aspect of state governance.Local rules are part of rural governance an integral part of rural governance,which have important research significance.Gaoping is located in the hinterland of the Taihang Mountain.It preserves a large number of Local rules in the Qing Dynasty and the Republic of China.These rules have different forms in different times.Before the Qing Dynasty,The Hadith is the basis of the Local rules.In the Qing Dynasty,local rules are rich in content.During the Republic of China,Xian-shan Yan used to govern Shanxi Province,local rules are embodied in the promulgation of laws and regulations.The rural livelihood rules is the basic statute for the protection of people's lives.Sericulture has a long historyhas a long history,It has an important impact on people's lives.From the Qing Dynasty to the Republic of China,the form of the Local rules has changed.In the Qing Dynasty,People complain about heavy taxes,the government and local villages tried their best to formulate Local rules.For the iron industry,grassroots social organization formulated a township regulation prohibiting the exploitation of coal and iron.The government made new developments in the sericulture industry by promulgating laws and regulations in the Republic of China.At the same time,the government has paid attention to the coal and iron industry in Gaoping.Civil disputes are inevitable problems in daily life of the people.The village formed a standard in the process of handling disputes.During the Qing Dynasty and the Republic of China,the types of disputes,dispute resolution and maintenance of order were both inherited and developed.The disputes included water disputes,temple disputes and other disputes in the Qing Dynasty and the Republic of China,there weremany water disputes in the Qing Dynasty and there were many disputes in the temples in the Republic of China.In the process of handling disputes,the official judgment is more effective and the judicial process is more standardized in the Republic of China,at the same time,the identity of the mediator is also changed from the village community to the township leader in civil mediation.In the maintenance of the village order,in order to prevent the occurrence of disputes,the main body of supervision is the head of the township,the middleman and the government.The supervision method of the village is the contract and the inscription.Public utility rules are important rules for maintaining the social life of the people.School education is the basic project of village stability.In the Qing Dynasty,civil and government establishment schools,formulating school statutes.The government promulgated a series of school improvement measures during the Republic of China.Temples are a public domain of people's lives,due to the influence of the geomantic omen,the public has formulated many rules for the protection of temples.The social atmosphere is directly related to people's lives.In the Qing Dynasty,the government and grassroots organizations prohibited the bad atmosphere of such as gambling,evil begging,and luxury.During the Republic of China,grassroots organizations mainly stopped the behavior of villages that endangered public health.In short,from the Qing Dynasty to the Republic of China,various types of Local rules not only reflect the living conditions of the local people,but also reflect the changes in the management of rural society by the state in the changing times.At the same time,with the operation of the Local rules in the grassroots society,the state,local grassroots organizations and farmers have mutual influence and restraint.
