In 1771,after the Terri's special department returned to its homeland,the Qing government passed a series of relief and resettlement measures to ensure that the lives of the Turkite tribes were on the right track.However,cases of theft,robbery,etc.in the Turgut tribe have led to conflicts between the tribes and the impact is extremely bad.In the thirty-ninth year of Emperor Qianlong(AD 1774),Ubashipromulgated the anti-theft law six articles in the Ministry.Due to the implementation of the six anti-theft laws,Ubashieffectively controlled the spread of the theft incident and ensured the stability of the nomadic life.Other neighboring tribes began to learn from the reference to the Torghut tribe when formulating the management system.A legislative experience.Soon,the leader of the Heshuo special department,Buyanchuk,also formulated ten anti-theft laws to control the public.The two laws and regulations were based on the inheritance and development of the original law,and were influenced by the laws of the Qing Dynasty.Through careful study of the two laws and regulations,we can not only understand the social life situation of Tulkut and Heshuote under the management of the Qing Dynasty before and after the return of the East,but also provide us with a deeper understanding of the legal history of the Qing Dynasty.This paper is divided into five parts.The first part is the background of the two laws and regulations;the second part describes the reasons and the process of the two laws and regulations;the third part studies and analyzes the contents of the two laws and regulations;the fourth part is the research.The nature of the two laws and regulations;the fifth part is to explore the legal source and historical significance of the two laws and regulations.
