In recent years,key competencies has become a hot topic in various countries and many international organizations.It is a further requirement for talent specifications in the context of the new era and a specific elaboration of the human quality that trained by education to combine with individual needs and social development needs.In order to adapt to the tendency of time,many scholars in China have put forward their own views about key competencies,which is summarized as the overall framework of ? The Research of Core Competencies and Values for Students in China?.As an important part of school curriculum,English has attracted much attention because of its particularity.English listening and speaking ability is a concrete demonstration in the daily communication and social practice of English.It is the primary premise and main method to improve English abilities in an all-round way.The junior high school stage is the key period for the development of students' English listening and speaking ability.It is of great theoretical to explore the effective ways and means of English listening and speaking teaching,froming the perspective of key competencies in junior high school.To improve junior high school students' English communicative competence and form key competencies of English subject is very important.This paper adopts the methods of literature analysis,questionnaire survey and interview.Firstly,by consulting books and literature,the author gives a brief overview of the effective teaching of listening and speaking in English subject on the basis of existing research.This paper not only sorts out the educational theories related to effective teaching of listening and speaking in junior high school,but also tries to analyze the implication of effective teaching of listening and speaking in junior high school from the perspective of key competencies.Then,the questionnaire is conducted in the form of questionnaires,which are divided into students' and teachers' questionnaires.Some classes and all English teachers in three junior high schools in Hebi are selected as the research objects.Through the analysis of the questionnaire data,it is found that the situation of Hebi junior high school students' English listening and speaking learning ability and the cultivation of key competencies of English subject is grim.It is found that there are some problems in the effective teaching of English listening and speaking in junior high school,and the reasons for these problems are elaborated.In order to make up for the shortcomings of the questionnaire,this survey also uses the method of interviewing students and teachers to assist the research,andstrives for the integrity of the data and objectivity of the conclusions.Finally,on the basis of key competencies,the meaning of linguistic competence,cultural character,thinking quality and learning ability in English key competencies is further explored.In view of the present situation of English listening and speaking teaching in junior high schools,the author tries to give suggestions from five aspects:improving the learning environment of listening and speaking in schools,enhancing the awareness of English teachers' subject literacy,balancing the teaching objectives of English subjects,revising the contents of English textbooks and improving the evaluation methods of listening and speaking teaching.It is hoped that this study can improve the effectiveness of English listening and speaking teaching in junior high schools,improving the effective teaching strategies,enhancing the awareness of English teachers' subject literacy,cultivating students' key competencies of English subject and promoting the development of junior high school students' English listening and speaking ability.
