Study On The Countermeasures For Cultural Poverty Alleviation In Qin-ba Mountain Area Of Southern Shaanxi

Cultural poverty alleviation is the advanced stage of poverty alleviation.Cultural poverty alleviation is the endogenous driving force of poverty alleviation,is poverty alleviation in the fundamental sense,and is of great significance to the realization of the country's overall strategic goal and the goal of building a well-off society in an all-round way.The Qin-ba mountain area in southern Shaanxi have large internal differences and complicated poverty-causing factors,and are an important area in the country's new battle field for poverty alleviation and development.Helping the Qin-ba mountain area to fight poverty through cultural poverty alleviation will help push the poor people out of poverty and become rich as a whole,and will also help water conservation in the Middle Route Project of South-to-North Water Transfer and build an important national ecological safety barrier.Firstly,this paper summarizes the related studies at home and abroad,supported by Theory of Poverty Culture,Theory of Capability Poverty,Cumulative Causation Model and Vicious Circle of Poverty,through field investigation of cultural poverty alleviation in Qin-ba mountain area in southern Shaanxi,it sorts out the current situation of cultural poverty alleviation in Qin-ba mountain area in southern Shaanxi.aiming at the problems of deep-rooted poverty culture,disjointed supply and demand of cultural poverty alleviation,weak social support,low allocation of cultural poverty alleviation resources system,it reflects the deep reasons such as the deviation of cultural poverty alleviation concept,low accuracy of cultural poverty alleviation,backward construction of cultural poverty alleviation platform,and imperfect construction of cultural poverty alleviation mechanism.Based on the experience of South Korea,Japan,South Africa,Sichuan and Guizhou in cultural poverty alleviation,this paper further proposes that the Qin-ba mountain area in southern Shaanxi should innovate the cultural poverty alleviation carrier from the aspects of digital benefiting the people and industrial management in the future,build a platform to guide the poverty-stricken enterprises,scientific research institutions and social organizations to work together,and improve the ecological win-win situation,talent cultivation,capital guarantee and coordination and supervision mechanism for cultural poverty alleviation.The research of this paper is based on the theory of cultural poverty alleviation.Based on the practice of cultural poverty alleviation in Qin-ba mountain area in southern Shaanxi,the research results have theoretical and practical basis and have certain practical reference significance for promoting cultural poverty alleviation in Qin-ba mountain area in southern Shaanxi.
