Research On Culture-related Poverty Alleviation From The Perspective Of Targeted Poverty Alleviation

Poverty has always been the primary problem that restricts the development of human society.It is the mission of the Communist Party of China and the essential requirement of socialism to eliminate poverty,improve people's livelihood and achieve common prosperity.All the successive Chinese governments have attached great importance to poverty alleviation,formed a set of poverty alleviation theory system with Chinese characteristics,and promoted poverty alleviation to be a remarkable achievement.However,with the continuous implementation of poverty alleviation,some new cases and problems have emerged in poverty alleviation,which has caused the poverty problem to remain grim.Based on the accurate understanding of China's national conditions and the actual work of poverty alleviation,General Secretary Xi Jinping put forward the idea of targeted poverty alleviation,pointing out that “helping the poor first,and treating the ignorance first,” In this,the poverty alleviation has entered the quality-improved and efficiency-increased stage centered in“culture”.Poverty is not only an economic phenomenon,but also a cultural one.Considering some poor areas and poor people,poverty manifested in economic,further in culture.The mission of poverty alleviation not only focuses on the economy,but also the culture and aspiration.As the important aspect of eradicating poverty culture and winning the fight against poverty,cultural-oriented poverty alleviation is the key guarantee that is supposed to fundamentally change the backwardness of poverty-stricken areas and ultimately achieve the all-around well-off society.Therefore,in the decisive period of building a well-off society in an all-round way,putting cultural poverty alleviation under the context of targeted poverty alleviation is especially important.Based on this,by using the research method,literature research method,historical and logical method and multidisciplinary research method,this paper has teased out thebackground,connotation and significance of the critical thoughts of targeted poverty alleviation,summarized the characteristics of poverty alleviation in the new era,pointed out the status and role culture-oriented poverty alleviation played in the targeted poverty alleviation,analyzed the problem and main reasons of the current culture-oriented poverty alleviation,and claimed that the culture-oriented poverty alleviation culture in the perspective of precision poverty alleviation should be adhered to four principles,including the combination of culture-oriented and economy-oriented poverty alleviation,input and output,government poverty alleviation and civil poverty alleviation,and planned poverty alleviation and culture-oriented poverty alleviation.Finally,combining the reality of culture-oriented poverty alleviation in China,the author proposed the way to the promotion of culture-oriented poverty alleviation: First,eliminate the poverty culture and improve the cultural quality of the people in poverty-stricken areas.Second,vigorously develop cultural education in poverty-stricken areas and break the intergenerational transmission of poverty.Third,identify the joint point of culture and economy to make cultural construction help targeted poverty alleviation.Fourth,ensure that cultural project services meet the public needs and consolidate the foundation of culture-oriented poverty alleviation.Fifth,update the carrier and approach of culture-oriented poverty alleviation,and establish a cloud platform for cultural targeted poverty alleviation.Sixth,start from the system and build a long-term mechanism for culture-oriented poverty alleviation.
