The Study On The Temporary Council Of Gansu Province(1940-1945)

In July 1937,the outbreak of the all-round war of resistance forced the Chinese nation into a very dangerous situation.The voice of national public opinion for "stopping the civil war and uniting with the outside world" has become increasingly strong.At the same time,some middle-party personages have also asked the National Government to open up its political power and implement democratic politics.Faced with the severe national crisis and the great pressure of public opinion,the Kuomintang government was forced to make some "limited" gestures of open democracy while strengthening the one-party dictatorship.As a result,the National Government established the National Council of Political Participation in 1938,and called for the establishment of provincial and municipal provisional councils.Under this special background,the Provisional Senate of Gansu Province was established.From January 1940 to November 1945,when the first general meeting was held,the Provisional Senate of Gansu Province had existed for nearly six years.This paper analyses and discusses the Provisional Senate of Gansu Province from six aspects.The first part is the introduction,which mainly introduces the purpose and significance of the topic,the current research situation and research methods.The second part mainly elaborates the organizational structure of Gansu Provincial Provisional Senate.This part mainly focuses on the background,historical evolution,internal composition and main functions and powers of the Provincial Provisional Senate,and discusses the establishment of Gansu Provincial Provisional Senate.The third part focuses on the operation of the Provisional Senate of Gansu Province.Through the analysis of the structure of senators,the general situation of previous congresses and the handling of various bills,the general situation of the Provisional Senate from the personnel composition to the actual operation is sorted out.The fourth part focuses on the elaboration of the Provisional Senate.The relationship between the Provisional Senate of Gansu Province and all parties,including its relationship with the provincial government,with the national government,and with the Communist Party of China,etc.The fifth part mainlyelaborates the historical role and limitations of the Provisional Senate of Gansu Province,which mainly discusses the role of the Provincial Provisional Senate from two aspects of promoting the victory of the War of Resistance Against Japan and promoting the local construction of Gansu Province,and at the same time from Based on factional struggle,funds,transportation and other factors,the limitations of the Provisional Senate of Gansu Province are analyzed.The last part is the conclusion,which mainly elaborates some conclusions of this paper.Generally speaking,the Provisional Senate of Gansu Province is an important practice in the history of modern Gansu's democratic development;under the special circumstances of wartime,it has done some useful work to promote the victory of the War of Resistance Against Japan and the local construction of Gansu Province;at the same time,due to the influence of system,factional struggle,the policies of the National Government,the scarcity of funds,backward transportation and information blockade,Gansu Provincial Council has participated in the temporary consultation.There will inevitably be serious limitations.
