The construction of grass-roots cultural talent team plays a key role in the construction of public cultural service system,and it is the basic and decisive link in the construction of public cultural service system.In recent years,Linyi city in Shandong province has accumulated a series of good experience and good practices in the construction of the grass-roots cultural talent team.The systems of talent introduction,management and cultivation are constantly improving.The grass-roots cultural talent team is a combination of full-time and part-time staff,and a mutual complementation of permanent staff and employees.It has been composed of the culture administration talents,the cultural management talents and the culture art talents.And it is a strong guarantee to develop cultural undertakings and cultural industries.However,there are many problems in the construction of grass-roots cultural talent team,such as the insufficient quantity,the poor structure,the shortage of quality and ability,and gap in talents,along with lack of fund,inflexible system.The deep cause of the problem is that the idea is to be liberated,the mechanism of talent cultivation is not perfect,the management system lacks innovation and the market exploration is not thorough.With the continuous intensification of cultural competition between different regions and the growing needs of the people,the construction of the grass-roots cultural talent team has gradually become a bottleneck restricting the development of cultural undertakings and cultural industries.To further promote the construction of the grass-roots cultural talent team,we should focus on “talent revitalization culture" as the center,strengthen policy and fund support,continuously improve the selection,cultivation and appointment system of the grassroots cultural talents,and make great efforts to create a good talent introduction environment,talent protection environment and talent market environment,realize the cultural talented person to emerge massively,the cultural talented person quality to obviously.Thus these measures can provide strong talent support to develop cultural undertakings and cultural industries.The innovation of this paper is to take Linyi City with a profound cultural background as the object of the research,it is to analyze the present situation,existing problems and causes of the construction of grass-roots culture talent team in Linyi,and summarize the experience of the construction of grass-roots culture talent team in Linyi.This paper also puts forward more operational countermeasures on how to strengthen the construction of grass-roots culture talent team.
