The Realistic Predicament Of Mingxi County’s Cultural Poverty Alleviation Research On The Path Of Promotion

From many years of poverty alleviation practice,the current poverty alleviation model in most areas is to promote industrial development,economic construction,macro policies and other aspects.At present,the strategy of poverty alleviation and development in China is precise poverty alleviation.As a necessary supplement,cultural precise poverty alleviation has been paid more and more attention,which is also a strategic measure in line with China’s national conditions.In the report of the Nineteenth National Congress of the CPC,it was mentioned that "we should adhere to the pattern of poverty alleviation and pay attention to the combination of poverty alleviation with the support of comrades and wisdom".Compared with the previous "extensive poverty alleviation",the concept of accurately poverty alleviation by culture focuses on accurately poverty alleviation by cultural ideas,and emphasizes the "precision" of the management mode and the "refinement" of the implementation of poverty alleviation work.Cultural precision poverty alleviation is an upgraded version of cultural poverty alleviation in the past.It is an important stage in the development of poverty alleviation practice in our country.It continues and develops the purpose of precise poverty alleviation.It is of great significance for achieving the sustainability of poverty alleviation effect,establishing rural cultural system and cultivating farmers’ endogenous motivation.Taking Mingxi County,one of the 23 key provincial povertyalleviation and development counties in Fujian Province,as a sample point,this paper makes a preliminary study and finds that the current cultural poverty alleviation work in this county is facing such problems as the weakening of cultural poverty alleviation consciousness,the lack of professional cultural talents,the low effectiveness of cultural poverty alleviation work,the unbalanced development of public cultural services and the weak sustainability of precise poverty alleviation.Therefore,how to effectively change the existing cultural poverty alleviation dilemma,from the cultural perspective,to accurately identify,precisely help,precisely manage,solve the new situation and new problems faced,and put forward effective solutions,which provide an important basic guarantee for the poor areas to win the battle against poverty and boost economic development.Based on the development of regional cultural undertakings,this paper will analyze the deep-seated cultural roots of poverty through on-the-spot investigation and data access,summarize the ideological and living conditions of poor households,combine cultural poverty alleviation with precise poverty alleviation model,and explore the solution of poverty from a cultural perspective.In order to provide some practical reference for the precise poverty alleviation work in Mingxi County.
