Evaluation On The Implementation Effect Of Public Cultural Service Policy In Yuzhong District,Chongqing

Implementing the public cultural service policy,building a public cultural service system,and implementing the cultural benefit project in an in-depth manner are important measures for China to promote the well-being of the people in the new era,and are the guarantee for the realization of the cultural rights and interests of citizens.The Public Cultural Service Guarantee Law promulgated in 2016 made legal protection for the construction of public cultural services.The goal of the public cultural service policy is to benefit the people,and claims to pay attention to the cultural needs of the people.The Cultural Development Reform Plan during the 13 th Five-Year Plan issued by the Ministry of Culture in 2017 specifically points out the effectiveness of public cultural services.It is necessary to "improve the participation of mass culture,establish a feedback mechanism for mass cultural needs,establish an efficiency-oriented evaluation incentive mechanism,and formulate public participation and public satisfaction indicators." Achieving public cultural service policies goals and getting public recognition is an important aspect of evaluating the effectiveness of public cultural policy implementation.Yuzhong District of Chongqing was selected as the first batch of “Creating National Public Cultural Service System Demonstration Zone” in 2011.With the support of the construction of the demonstration zone,the public cultural service in Yuzhong District has gained many advantages and development opportunities,and combined the public cultural service with the status quo and characteristics of regional development.Yuzhong District has accumulated good experience in public cultural services and formed a relatively complete public cultural service policy system.The implementation of public cultural service policy has achieved remarkable results in many aspects.However,in the process of service promotion,there are some challenges exist.Mainly reflected in the public's recognition and satisfaction with public cultural services,the effect of public cultural service policy implementation needs to be improved.At present,the research on the public cultural service policy evaluation system has not been carried out.This paper makes a preliminary exploration from the perspective of policy implementation audience,in the construction and evaluation practice of the evaluation index system of public cultural service policy.At the same time,taking the public culturalservice policy of Yuzhong District as the research object,carry out a more systematic analysis,and through the evaluation of the policy,find out the problems existing in the implementation of the public cultural service policy in Yuzhong District of Chongqing,and propose corresponding countermeasures.Enrich the research content of Chongqing's public cultural service policy.Based on the implementation status of the public cultural service policy in Yuzhong District of Chongqing,this study evaluates the implementation effect of public cultural service policy from the perspective of the masses.The study will evaluate the implementation effect of public cultural service policies from five dimensions,exploring the attitudes and evaluations of policy implementation audiences on policy implementation,and propose suggestions for improving the implementation of policies based on the evaluation results,so as to provide a realistic basis for the subsequent adjustment of policy implementation.Effectively improve the effectiveness of policy implementation,better achieve policy objectives,and provide protection for the public's cultural rights and interests.There are seven parts in total.This study is based on the research of literature in related fields at home and abroad.Through the study and analysis of domestic and foreign literature,we grasp the current research situation and find the entry point of this research.In Chapter 2,the core concepts involved in this study are defined,and the relevant theoretical foundations supporting this research are explained,which lays a theoretical foundation for the research.The third chapter sorts out the public cultural service policy system from the three levels of the country,Chongqing and Yuzhong District,summarizes the policy implementation background and policy implementation status of Yuzhong District,and designs the evaluation index system for the implementation effect of public cultural service policy,and provides a realistic basis for the research.In the fourth chapter,the evaluation index system of the implementation effect of the public cultural service policy in Yuzhong District is constructed.The weight of the evaluation index is determined by the analytic hierarchy process.The fuzzy comprehensive evaluation method is selected as the evaluation method,and the development process of the evaluation work is clarified.Chapter 5 collects data and collects data to analyze the implementation effect evaluation of public cultural service policy in Yuzhong District,and obtains the evaluation results and discusses them.It explores the problems existing in the implementation of public cultural service policies in Yuzhong District and the factors affecting the implementation of the policies.In Chapter 6,the countermeasures and suggestions for improving the implementation of the public cultural service policy in Yuzhong District are given.Chapter 7 summarizes the main research of this paper and points out the shortcomings of the research and the areas to be improved.
