Study On The Implementation Of Beibei Urban Community Public Cultural Service Policy

Public cultural service policy execution is an important link of public cultural service system construction, it is one of the channels to achieve China’s socialist cultural construction characteristics. The execution of public cultural service policy link, not only from the side reflect the developing mode of the government public cultural undertakings, and deeply reflected the current society to the understanding and recognition of public cultural service.Studying the problems of community public cultural service policy implementation, is of great importance to improve the cultural quality of community residents, meet the basic cultural needs of community residents, carry forward the socialist core values, strengthen the identity and belongingness of community residents, and promote community cohesion, etc.Beibei District, as a national demonstration area of public cultural service system, its community construction of public cultural service have a certain representativeness and some prospective for the study, the problems in policy implementation provides a good sample. This paper, takes the current urban community as a research object, through literature studies, on-the-spot investigation and other methods, combs the current development of public cultural service policy, and summarizes the results after implementing public cultural service policy in Beibei District. At the same time, through comparative study, the author also found some problems in the process of executing community public cultural service policy in Beibei District. This article, divided into six parts, mainly focuses on the present situation, problems, reasons and countermeasures of urban community public cultural services policy implementation. The first part explains the research background, significance, methods and the innovation points. The second part, also the general situation of the study, according to the research results at home and abroad, introduces the concept and development history of community public cultural services and policy implementation. The third part generalizes the development situation of, and intends to clarify the present situation of community public cultural services policy implementation in Beibei District. The fourth part, based on understanding of the basic situation of policy implementation effect of urban community public cultural services, finds out the main problems and reasons existing in the process of policy execution. The fifth part, in view of the problems and reasons existing in the community public cultural service policy implementation, explores the countermeasures to improve the effect of policy implementation, and puts forward strategies including(1) Strengthen the implementation of policies and advocacy efforts,(2)rich policy execution means,(3)improve the community public cultural service resource allocation system,(4)improve the quality of policy implementing subjects and,(5)strengthen the supervision and evaluation of policy implementation. The sixth part, also the conclusion part of the full text, summarizes and forecasts the community public cultural service policy implementation of Beibei District, as well as analyzing the major study field in future.
