Research On The Implementation Of The Policy Of Chuxiong Yi Autonomous Prefecture Encourage Social Force Participate In The Public Cultural Service

As China's economy continues to grow at high speed for many years,the public's demand for public culture is getting stronger and more diverse.On the one hand,the diversification of cultural development has led to the diversification of demands;on the other hand,the diversification of service has also objects has also led to the diversification of service objects has also led to diversification of demands.The report of the Party's Nineteenth Congress pointed out that the public cultural service system should be improved and the cultural as well as people-friendly project should be implemented in depth to enrich the cultural activities of the masses.Protecting the basic livelihood of the people and continuously satisfying the people's growing needs for a better life.Public culture services are committed to expanding coverage and safeguarding basic cultural rights.Public cultural services are “enlightenment” for citizens to carry out cultural power,” the state should create conditions for the realization of public cultural rights ”,thus “embodies the responsibility of the country in the development of public cultural services”.From the state's emphasis on public cultural services,it can be seen that public cultural services are in the process of continuous deepening of reform and opening up,accompanied by changes in government functions,building a service-oriented government,emphasizing the social responsibility and historical mission of a people's government.Yunnan is a province inhabited by many ethic minorities across the country.It is also a key target for the development and construction of the country's western region.It attaches importance and develops cultural undertaking of ethic minorities and promote the cultural development of national unity and progress demonstration areas.Improving the public cultural services of ethnic minorities is an important part of building a public cultural service system in China.As the same time,it will strengthenthe protection,excavation,sorting,display and research work of the cultural heritage of ethic minorities,promote the development of ethic folk culture and art activities,the creation of literature and art works of ethic minorities and the construction of national characteristic resource databases.In this paper,in order to study the implementation of public cultural service policies in Chuxiong Yi Autonomous Prefecture,Chuxiong Yi Autonomous Prefecture Was selected as a demonstration area of the national public cultural service system in2013.Based on relevant domestic and foreign literature and field research collected in the past,the State has introduced With regard to policies and regulations concerning public cultural services and a series of related policies and regulations promulgated in Yunnan Province and Chuxiong Prefecture,the effectiveness and existing problems of the Chuxiong Yi Autonomous Prefecture were analyzed based on field investigations,and Smith's model was adopted from an idealized perspective.The four perspectives of policies,implementing agencies,target groups,environmental factors are elaborated and corresponding measures are proposed.This paper is divided into six parts.The first part is the literature research on the theoretical results of domestic and foreign related researches,which are summarized.The second part: combining the the domestic and foreign literature to define the core concepts and basic theories of the paper.The third part: explaining the basic situation of Chuxiong Yi Autonomous Prefecture.The status of public cultural service provided,the state's public cultural service policies and regulations and a series of rules as well as regulations promulgated in Yunnan Province and Chuxiong Yi Autonomous Prefecture.The fourth part is analysis of the Chuxiong Yi ethnic group through questionnaires and in-depth interviews with Chuxiong Prefecture The Autonomous Prefecture has achieved a series of achievements and existing problems.The fifth part is deals with the problems existing in the implementation of public cultural service policies in the Chuxiong.From the perspective of the Smith Model,the idealized policies,implementing agencies,target groups,environmental factors dimension proposes countermeasures.The sixth part is summarizes the basic context of the study.
